PRESIDENT BIO TO ADDRESS PARLIAMENT TOMORROW

His Excellency, President of the Republic of Sierra Leone, Brigadier Retired Dr. Julius Maada Bio will address the Parliament of the Republic of Sierra tomorrow Tuesday 18/05/2021 in the Chamber of Parliament; occasioning the proclamation of the Fourth Session of the Fifth Parliament of the Second Republic of Sierra Leone.

Pursuant to Section 84 (3) of Act No. 6 of the 1991 Constitution of Sierra Leone provides that the President is required by law at the beginning of each to present an address to Parliament on the State of the Nation (SONA); including his legislative agenda, articulating his policies and programmes that have been implemented, or those that will be implemented for the realization of his manifesto promises contained in the people’s manifesto, otherwise known as the “New Direction”.

Section 84 (2) of the said Constitution provides for a Session of Parliament to be held at least once in every year.

Section 84 (1) of the said Constitution gives President Bio the constitutional proclivity by proclamation to appoint in each session of Parliament any such place and time where it should be held within Sierra Leone.

In spite of the massive renovation and construction works going on in the precincts of Parliament, President Bio is so desired that the State Opening of Parliament takes place at its natural habitat; even though he has the constitutional power to direct for it to be held elsewhere within the country. In light of tomorrow’s proclamation,  President Bio will prorogue the Third Session on 17/05/2021 and will proclaim the Fourth Session of the Fifth Parliament on 18/05/2021.

Invitations have been sent out to invited persons including Government Officials, Diplomatic Community and the Press. Invitees are requested to wear face masks in adherence to the COVID-19 protocols.

President Bio will inspect the guard of honour, takes his seat in the Chamber, the Clerk of Parliament will read the proclamation and President Bio will address the Representatives of the people on the State of the Nation.

Thereafter, the Speaker of Parliament, Hon. Dr. Abass Chernor Bundu will adjourn Parliament, and the Address by President Bio will be debated in the presence of MDAs responsible for the implementation of the policies and programmes of the Government of Sierra Leone.
