Law School Director Referred to ACC Over Alleged Fraud and Academic Irregularities

The Council of Legal Education has referred Dr. Abu Bakarr Bangura, Director of the Sierra Leone Law School, to the Anti-Corruption Commission (ACC) over allegations of fraud, unauthorized admissions, academic malpractice, and misconduct.

In a press release dated March 27, 2026, the Council said it lodged a formal complaint citing systemic misconduct, abuse of office, and violations of the Council of Legal Education Act, 1989.

The decision followed an emergency Council meeting, during which members documented what they described as extensive irregularities affecting the integrity of the country’s premier legal training institution. The Council also accepted Dr. Bangura’s resignation, effective June 30, 2026, and placed him on immediate leave.

Key allegations include unauthorized student admissions, financial irregularities, and procurement violations. The Council claims that students were admitted without approval, fees were collected outside official processes, and some individuals accessed virtual classes without proper enrollment. Dr. Bangura is also accused of proceeding with a construction project and signing contracts without Council authorization, making unlawful staff appointments, and manipulating student records.

Other allegations involve the unauthorized acquisition of a loan on behalf of the Law School and claims of sexual harassment, which the Council said had been previously referred to an investigative committee.

The Council has instructed Dr. Bangura to provide comprehensive documentation, including admissions records and financial reports related to the construction project. It has also ordered an independent review of admissions and procurement processes to restore institutional integrity.

The Council reaffirmed its commitment to the rule of law and pledged full cooperation with the ACC by providing all necessary documents. The ACC will investigate to determine the next course of action.
