President Bio Appoints Lawyer Martina Egbenda as Sierra Leone’s New Registrar General

President Julius Maada Bio has named Ms. Martina B. Egbenda Esq. as the incoming Administrator and Registrar General, alongside Mr. Daniel E. Johnson Esq., who will serve as Deputy Administrator and Registrar General.

The Office of the President confirmed the appointments in an official statement released from State House on January 28, 2024.

The notice was endorsed by the Secretary to the President, Dr. Emmanuel A.R. Gama.

In Sierra Leone, the Administrator and Registrar General’s office holds significant legal and administrative responsibilities. Key duties include overseeing the registration of vital records such as births, deaths, and marriages, as well as managing the formal registration of businesses and corporate entities.

Additionally, the office ensures the safeguarding of critical legal documents and supervises the administration of estates and trusts, maintaining their integrity within the national framework.

Martina Baindu Egbenda is a legal practitioner with nearly twelve years of experience, specializing in legal research, project management, administration, and advisory services. She holds an LLM in Comparative Constitutional Law from the Central European University (Hungary), an LLB (Hons.) from Fourah Bay College, and a Barrister-at-Law (BL) qualification from the Sierra Leone Law School. She also has a certificate in Oil and Gas Exploration.

Martina has extensive experience in civil and criminal litigation in Sierra Leone’s Superior Courts, leading prosecutions and securing convictions in key cases. She has successfully managed and implemented projects for the Judiciary of Sierra Leone in collaboration with international organizations such as UNDP, OSIWA, and the UK-Sierra Leone Pro Bono Project, significantly contributing to judicial development.

In November 2018, she was appointed Director of Legal and Corporate Affairs at the National Revenue Authority (NRA), where she provides legal services and advises on tax legislation and enforcement. Martina is an active member of professional associations, including the Sierra Leone Bar Association and the Bar Association Law Reporting Committee. In her free time, she enjoys reading and mentoring young girls.
