The Sierra Leone Ports and Harbours Authority (#SLPHA) has held discussions with BB Energy on a proposed offshore logistics arrangement to support the supply of Liquefied Petroleum Gas (LPG) to a planned power generation facility in Sierra Leone. The company is a privately owned, independent global energy trading and investment group with activities covering crude oil and petroleum products, LPG, LNG, power, downstream distribution, shipping/logistics, and renewable energy.
The meeting, held on Wednesday 23rd September, 2026, focused on the proposed offshore delivery model and the port, maritime and operational requirements that would need to be established to facilitate the regular supply of LPG.
During the discussions, BB Energy presented two potential delivery options for consideration. One was weekly calls by a large LPG carrier, while another was the deployment of smaller shuttle vessels, with capacities ranging from approximately 3,000 to 5,000 deadweight tonnes (DWT), supplied from an offshore mother vessel. The parties also discussed key maritime requirements, including anchorage arrangements, Ship-to-Shore (STS) operations, bunkering and other offshore support services. These requirements are expected to be further examined and confirmed in consultation with the SLPHA Director General and the Harbour Master.
As a next step, BB Energy will formally submit an email to the Director General of the SLPHA, copying the Harbour Master, outlining the proposed project and specific technical and operational questions for the Authority’s consideration. The proposed power plant is projected to require approximately 1,800 to 2,000 metric tonnes of LPG per week once fully operational, underscoring the importance of establishing a reliable and sustainable maritime logistics arrangement.
SLPHA’s engagement forms part of its mandate to facilitate safe, efficient and well-regulated maritime and port operations while working with investors and industry stakeholders to assess the requirements of emerging projects. Further technical engagements are expected following BB Energy’s formal submission to the Authority.
