President Julius Maada Bio has reappointed Benjamin Macfoy as Commissioner for the Western Area at the National Commission for Democracy (NCD) for another five-year term.
The reappointment continues Macfoy’s involvement in civic education and democratic participation, an area in which he has been engaged since 2002.
Reacting to the appointment, Macfoy thanked President Bio for the confidence placed in him and pledged to continue the work of promoting civic education and democratic participation.
“I want to thank President Bio for believing in me and for working with me,” he said.
Macfoy has served as the NCD Commissioner responsible for the Western Area, where his work has included civic and voter education, electoral literacy, stakeholder engagement and initiatives aimed at promoting democratic awareness.
He has also represented the NCD on Sierra Leone’s African Peer Review Mechanism Governing Council and participated in public education activities on electoral systems and democratic governance.
In 2023, Macfoy was involved in public education on the Proportional Representation system introduced for that year’s parliamentary elections. He also participated in engagements aimed at improving citizens’ understanding of the electoral process.
The NCD has also implemented Children for Democracy Clubs in schools as part of its efforts to promote civic awareness among young people. Macfoy participated in the initiative, encouraging pupils to understand democratic values and responsible citizenship.
More recently, Macfoy chaired the NCD Western Region’s Regional Democracy Roundtable in September 2025. The event brought together civil society representatives, youth and women’s groups, traditional authorities, local government officials, policymakers, media practitioners and other stakeholders to discuss democratic governance and citizen participation.
His new five-year term comes as the NCD continues its civic education and public awareness activities across the Western Area.
Macfoy will be expected to continue supporting the Commission’s mandate of promoting civic awareness, democratic participation and understanding of citizens’ rights and responsibilities.
The reappointment therefore provides continuity in the leadership of the NCD’s Western Area operations as the Commission continues its engagement with schools, communities and other stakeholders on democratic governance and civic participation.
