BACKGROUND

The National Revenue Authority (NRA) is a public institution responsible for the mobilization and collection of Government revenue in Sierra Leone. The core business of the Authority is the assessment and collection of taxes and Customs duties.

For the past few years, the NRA has been engaged in the implementation of key reform programmes with a view of improving on the efficiency of its operations and the efficient delivery of revenue administration services to taxpayers. The reform programmes have seen the introduction of new and upgraded business Information systems such as the Automated System for Customs Data (ASYCUDA) World and the Integrated Tax Administration System (ITAS).

Both the ASYCUDA World and ITAS solutions are implemented on the ORACLE 12c Enterprise database platform. In order to ensure the effective and efficient administration, management and security of these business IT systems, the NRA must endeavour to improve on the internal IT staff capacity (knowledge & skills) through training.

The National Revenue Authority invites Expression of Interests (EOI) from eligible training individuals/consultancy firms to deliver effective training on Oracle Database Administration and Oracle Database Vault for the Authority’s Database Administrators (DBAs) and System Security Administrators.

SCOPE OF WORK

The services to be provided will include, but are not limited to:

  • Training for six (6) NRA ICT Staff – four (4) Database Administrators, and two (2) System Security Administrators.
  • Training delivery mode should be online.
  • All relevant course materials (books, handouts, demos, videos, etc.)
  • All necessary toolkit to support the participants in practicing their skills after the training.

ELIGIBILITY CRITERIA

Individuals/consultancy firms submitting expression of interest must include the following in their EOIs:

  1. Details of company profile & strength including contact details
  1. Individual’s/Consultancy firm’s background and why they are qualified to provide the training services.
  2. The list of trainers to deliver the training including their CVs.
  3. At least one (1) reference together with contact information.
  • The individual or consultancy firm must be an ORACLE Partner registered with the Oracle Corporation and residing in Sierra Leone.
  • A brief description of the training methodology that will be employed to help the participants get Oracle Certified.
  • Any other document establishing the performance of the individual/firm in training services.

Sealed Proposals must be marked on the outer envelope “Expression of Interest for the Provision of Internet Services”, delivered to the below office on or before 10.30 am on Monday, 30th August, 2021 at The Procurement Unit, 4th Floor, 18 Wellington  Street, Freetown and must be accompanied by the following documentation;

  • A certified true copy of a valid Business Registration Certificate
  • A certified true copy of a valid NRA tax clearance certificate
  • A certified true copy of a valid NASSIT clearance certificate
  • Proof of Partnership with Oracle Corporation.

Evidence of similar contract for at least 2 years. Its past relevant work, the work plan including time and the propose technical team members
