The Ministry of Employment, Labour and Social Security, in collaboration with the Sierra Leone Immigration Department and Constrat Systems, has commenced the orientation and deployment of officers assigned to the Compliance, Complaints and Resolution Team under the government’s Unified Permit System.
The orientation programme, held on Tuesday 20th May 2026 at the Ministry’s conference hall in Freetown, forms part of ongoing efforts to strengthen compliance monitoring, complaint resolution, enforcement coordination, and institutional collaboration within the country’s digital permit administration framework.
According to officials, the newly deployed team will support complaint management, case escalation, compliance monitoring, inspections, reporting, and public engagement as the government continues the nationwide rollout of its digital resident and work permit platform.

Director of Labour and Employment at the Ministry of Employment, Labour and Social Security, Idrissa Dumbuya, described the shift from the previous manual process to the Unified Permit digital platform as a major reform in the administration of work permits in Sierra Leone.
He noted that the old paper-based system was cumbersome and outdated, adding that the new digital platform is expected to improve efficiency, accountability, and government oversight in the management of foreign employment and residency matters.
“Work permits are important because they help the government track the number of foreign workers in the country and regulate the employment process for foreigners seeking employment in Sierra Leone,” Dumbuya stated.
He further emphasized that compliance-related matters are addressed through administrative procedures and inspections in accordance with the Employment and Industrial Relations Act 2023, stressing that effective collaboration among institutions remains essential to the success of the system.
Deputy Head of Foreign Unit at the Sierra Leone Immigration Department, Unisa Sesay, said the deployment of the Compliance, Complaints and Resolution Team represents a significant step toward strengthening monitoring and enforcement under the Unified Permit framework.

“The Unified Permit System is a major national reform that will improve accountability, strengthen compliance monitoring, and enhance the government’s ability to effectively regulate resident and work permits. The deployment of this team is an important step towards ensuring that complaints, compliance matters, and operational issues are addressed promptly and professionally,” he said.
The orientation also focused on operational procedures, institutional coordination, ethical standards, complaint-handling systems, and enforcement support mechanisms aimed at improving service delivery and compliance management across the country.
