The Institute of Public Administration and Management (IPAM) of the University of Sierra Leone has signed a Memorandum of Understanding (MoU) with the Liberia Institute of Public Administration (LIPA) to establish a sustainable framework for academic, professional, research and institutional cooperation.
The MoU was signed on Tuesday, 22 September 2026, at the IPAM campus in Freetown during a visit by a delegation from LIPA.
The partnership will create opportunities for both institutions to jointly design and implement programmes in public administration, management, leadership, governance, procurement and supply chain management, entrepreneurship, digital transformation and other areas relevant to national and regional development.
The LIPA delegation also used the visit to learn from IPAM’s experience and strategies in developing its programmes and strengthening its position as a leading business school in Sierra Leone.
Welcoming the delegation, IPAM Deputy Registrar Albert Samuel Baio expressed appreciation for the partnership and extended condolences to a member of the Liberian delegation who had lost a child shortly before travelling to Freetown.
IPAM Deputy Vice Chancellor, Prof. Ezekiel K. Duramany-Lakkoh, highlighted the institution’s achievements and outlined areas where LIPA could benefit from IPAM’s experience. He also assured the delegation of IPAM’s support in implementing the partnership.
Speaking as Head of Delegation, LIPA Director General Hon. Nee-Alah T. Varpilah said the collaboration was intended to establish a sustainable framework for cooperation between the two institutions.
LIPA Deputy Director General for Research and Consultancy, Hon. Dr. Samuel M. Nyemah, said the institute is engaged in research, training and collaboration with institutions within and outside Liberia.
Dr. Nyemah explained that LIPA, established in 1969 and operational since 1972, currently offers certificate programmes but is looking to introduce degree programmes. He said the institute was interested in learning from IPAM’s experience as it pursues this expansion.
The partnership is expected to strengthen institutional collaboration between Sierra Leone and Liberia while supporting the development of skills and programmes in areas critical to public administration, governance and national development.
