A Short-Term Expert (STE) or Independent Consultant National/ Regional Civil Engineer for the Supervision of the construction of TVET Workshop structures, Boreholes, Perimeter fence and Model Farm Facilities in Kabala, Kono, Kailahun and Mattru Jong.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the following Project: Employment Promotion Programme IV (EPPIV) in Sierra Leone.

The Employment Promotion Programme IV in Sierra Leone is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU). The programme is steered and hosted by the Ministry of Planning and Economic Development (MoPED) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with the Ministry of Technical and Higher Education (MTHE) and the Ministry of Trade and Industry (MTI).

GIZ is seeking to hire an Independent Consultant Civil Engineer to serve as a technical advisor for construction Supervision based in Sierra Leone and the Region, who will support the construction/renovation of TVET Workshop Structures, Model farm, Perimeter Fences and Boreholes. The construction component is part of a project to Promote Employment in Sierra Leone. The project is implemented through the German Government and The Government of Sierra Leone with Funds from the European Union (EU).

The implementation will be at the locations below:

Government Technical Institute (GTI) – Kabala, Koinadugu District

Government Technical Institute (GTI) – Kailahun, Kailahun District

Government Technical Institute (GTI) – Koidu, Kono District

 Government Technical Institute (GTI) – Mattru Jong, Bonthe District

Scope of works: The consultant shall oversee the mentioned construction measure and take responsibility for the coordination of all related activities during their preparation, planning and implementation in close cooperation with the component leader from GIZ. In this capacity, he/she undertakes the supervision of the construction works and liaises with the contractors to ensure the efficiency, quality and compliance of all construction-related activities. Furthermore, he/she supports in the communication as well as technical and administrative processes between the project, the contractors, GIZ’s Construction Section at headquarters and the procurement unit at the country office in Sierra Leone. The consultant ensures that the duties assigned, and all related tasks are handled in the context of an overall technically and economically appropriate to the planned targets and within the time constraints.

Specific Duties Includes but not limited to the following: Periodic site monitoring, Preparation of Monthly Reports and other subsequent reports till the end of the project and Documentation of the Construction process.

Duration: The successful candidate can start the position immediately. The contract will run until December 2023 and include approx. 120 working days. An extension of the contract is possible. Necessary travel costs can be compensated against receipt.


Required qualifications, competencies and experience

  • Master’s degree in Civil Engineering, preferably with a focus on Construction Project Management.
  • Proven track record of a minimum of 10 years of work experience in engineering and/or construction in Africa (preferably West Africa), of which at least 5 years’ experience in on-site construction supervision.
  • Very good English language skills, both spoken and written.
  • Demonstrated experience and flexibility in working self-reliant in an international work environment.
  • Ability to work efficiently and independently under pressure and time constraints.
  • Strong social, interpersonal and communication skills.
