Expression of Interest (EoI) for Service Provider to Implement the Formation and Trainings for “Communication in Entrepreneurship”

  1. Employment Promotion Programme (EPP)

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with additional financial support from the EU is implementing the fourth phase of the Employment Promotion Programme (EPP) over a period spanning August 2020 to April 2024. The overall objective of the programme is to improve the livelihoods of youth employment through vocational training and local business development, better policy implementation and skills development in Sierra Leone.

  • Areas of Implementation

Implementation areas of the activity covers the GIZ/EPP operational rural districts, namely Kailahun, Koinadugu, Falaba and Kono..

  • Objective of Implementation. The Communication in Entrepreneurship training is aimed at providing rural entrepreneur youth with both the understanding and the practice to approach communication confidently to strengthen relationships, address situations of conflict and increase their chances of success whether in employment or as entrepreneurs.
  • Strategy

The TVET Development Component of EPP IV addresses the mismatch between skills supply and the labour market demand through provision of targeted skills training among youth using the private sector approach. By providing the relevant trainings and implementation of market integration measures in communication in entrepreneurship in order to access and gainfully participate in the labor market that will improve their livelihoods. 

  • Purpose of Consultancy

The assignment is to develop and implement a portfolio of a curriculum for skills development training modules in Entrepreneurship focusing on Communication for the target group of rural unemployed and underemployed youth, mostly entrepreneurs and farmers. The training is estimated to cover 900 beneficiaries in the above stated implementation areas. The successful bidder will be responsible for review and adaptation of the existing GIZ Entrepreneurship training manual, which will be provided. Also, prepare a Training of Trainers guide (TOT)’, development and implementation of training plans, train the participants using communication principles in entrepreneurship.

  1. Development of curriculum and training materials in Communication in Entrepreneurship
  2. Training of Trainers (TOT) planned and conducted
  3. Development of training and logistics plans
  4. Implementation of the training module(s)
  5. Labour market integration measures
  6. Final consultancy/training report
  7. Timeframe

The consultancy is expected to run from October 2021 to March 2022.

  • Pre-qualification of Firm/s

For Expression of Interest and Prequalification, prospective bidders should submit the following valid documentation:

  1. National Revenue Authority (NRA) clearance certificate
  2. Certificate of Business Registration
  3. Brief company profile (3 pages) detailing minimum three years’ experience in the tasks outlined in the scope of work.
  4. Evidence of previous work experience.
  • Submission of Expressions of Interest

Eligible experts, consulting firms and/or institutions should submit their “Expression of Interest” in a plain sealed envelopes in the Tender Box situated at the GIZ Country Office Reception –32d Wilkinson Road, Freetown or via Email to SL_Inquiry@giz.de not later than 6th October 2021, 4:30 PM local time, clearly marked with “ Communication in Entrepreneurship and  Training” CoSoft No 83389395. Only prequalified bidders will be contacted with detailed Terms of Reference and tender documentation for submission of technical and financial bids.
