Citizens Advocacy Network Plans Protest Over Parliament’s Constitutional Amendments

The Citizens Advocacy Network (CAN) has notified the Sierra Leone Police of its intention to stage a peaceful protest and procession on Wednesday, 26 August 2026, over what it describes as Parliament’s violation of constitutional provisions in the process of amending the 1991 Constitution.

In a letter dated 17 August 2026 and addressed to Inspector-General of Police William Fayia Sellu, CAN Executive Director Thomas Moore Conteh formally informed the police of the planned demonstration, citing Section 17(1) of the Public Order Act, 1965, which requires organizers of processions to notify the police in writing.

According to CAN, the protest is intended to provide citizens with a peaceful platform to express their concerns over the constitutional amendment process and to petition President Julius Maada Bio on what the organization considers a matter of national importance.

The organization said it expects a large number of citizens to participate in the procession.

Participants are expected to assemble at Lumley Beach before proceeding through Stadium Car Park, Savage Street, St. John, Sanders Street and Siaka Stevens Street, with the procession ending at State House.

CAN stressed that the planned protest will be peaceful, orderly and non-violent. The organization said participants will be encouraged to respect the law, public and private property, security personnel and other members of the public.

Given the anticipated turnout, CAN has also requested the Sierra Leone Police to make appropriate arrangements for crowd management, traffic control, public safety and emergency access during the procession.

The organization further called for engagement between the police and its representatives to coordinate the practical arrangements for the event.

CAN said it remains committed to constitutionalism, the rule of law and the peaceful exercise of citizens’ rights, while expressing hope for the cooperation of the police to ensure that the planned procession is conducted safely and peacefully.
