Job Description

Objective of Role

The purpose of the Assistant Engineer role is to provide support to the City Engineer in the survey, design, and implementation of public infrastructure projects. The role will entail developing the technical capacity of the Engineering Services Department at FCC.

The Assistant Engineer will support the design function in the Engineering Services Department in conducting engineering surveys, feasibility studies, technical design, cost estimating and contract administration for works to be carried out by Freetown City Council and other service providers.

Main Functions of the Position:

  1. Carry-out the engineering design of civils works associated with projects for road improvements, traffic management schemes, street signage, storm water drainage, water supply and sewerage and the preparation of work schedules and cost estimates.
  2. Supervise contractors in the delivery of works associated with public highway related works and restoration of Council owned assets, including markets and Council buildings.
  3. Represent Freetown City Council on projects being delivered by government ministries, departments, agencies in ensuring project interfaces with FCC works and proposals are considered.
  4. Make presentations and provide update to the Mayor, Councilors, FCC Management, and the relevant Council Committees.

Other Duties:

  • Engage and liaise with the community groups on planning and implementation of project activities.
  • Undertaking field inspections to local communities and construction sites for checking, monitoring, and assessing the site situation as required.
  • Preparing accurate Bill of Quantities for civil engineering works.
  • Reviewing tender submitted by contractors to Council for civil engineering related works.
  • Monitoring works progress on site against agreed schedules.
  • Prepare payment certification (interim, penultimate, and final payment certificates).
  • Submit monthly performance reports to the City Engineer and other relevant stakeholders.

Knowledge and Skills Required

  • B. Eng. (Hons) in Building / Civil Engineering , or related  Filed.
  • 5 years plus experience in civil engineering design and site supervision  of related civil engineering works.
  • Good working Experience into AutoCAD, GIS, Chief Architecture, and Microsoft packages
  • Excellent communication skills, listening, comprehension and in giving feedback.
  •  Experience in working with local councils or central Government departments.
