Chief Ibrahim Brima Swarray Emerges as a Strong Contender for SLPP Leadership Ahead of 2028

Chief Ibrahim Brima Swarray, a grassroots politician and longtime member of the Sierra Leone People’s Party (SLPP), is positioning himself for a possible leadership role within the party ahead of the 2028 elections. His stated vision is anchored on three principles: Integrity, Action and Compassion.

A native of Kenema District in the Eastern Region, Chief Swarray is described as having been an active SLPP member for more than 30 years. According to his profile, he has voted for the party in eight consecutive elections. His political journey is characterised by longstanding grassroots participation and involvement in the party through periods of electoral success, defeat and rebuilding.

His political aspirations are rooted in his stated commitment to party loyalty, internal unity and grassroots participation. He maintains that his involvement in the SLPP predates its return to power in 2018 and that he has remained associated with the party through different political circumstances.

Chief Swarray has also held senior public-sector positions, including serving as Chief Executive Officer of the National Public Procurement Authority (NPPA) and Commissioner General of the National Revenue Authority (NRA). His professional background includes public procurement, revenue mobilisation, public-sector management and institutional governance. These roles form part of the experience he brings to his stated leadership ambitions.

At the centre of his aspiration to lead the SLPP and potentially contest the 2028 presidential election is a focus on rebuilding confidence among party members, strengthening internal unity and promoting greater inclusion. He believes that party members and grassroots supporters who have contributed to the SLPP over the years should receive recognition and have meaningful opportunities to participate in party affairs and national development.

As part of his proposed agenda, Chief Swarray intends to establish a structured and transparent party members’ welfare scheme. The proposed initiative would seek to support eligible members while creating opportunities for skills development, improved livelihoods and participation in development programmes.
