APC Rejects PR System, Demands Return to Constituency-Based Elections for 2028 Polls

The main opposition All People’s Congress (APC) has firmly rejected the Proportional Representation (PR) system, also known as the District Block System, for the 2028 presidential, parliamentary, and local council elections.

The party insists that Sierra Leone should return to the First Past the Post (FPTP) or constituency-based electoral system, as enshrined in Section 38 of the 1991 Constitution.

During a press conference held at the APC headquarters in Freetown, National Secretary General Lansana Dumbuya Esq. explained that the briefing was to inform the public, civil society, and the media about Resolution 78 of the Tripartite Agreement between the government and the APC. He emphasized that Resolution 78 calls for national consultation on the electoral system but affirmed that the Constitution already clearly mandates the FPTP system, with Section 38A allowing PR only in emergencies such as war, Ebola, or COVID-19.Hon. Daniel DM Koroma, Deputy Leader 1 of the APC in Parliament, reiterated that Section 38A was designed for crisis situations and that proper national dialogue on the electoral system scheduled for 2025 has yet to begin.

He stressed that the government must lead the process, which is why the APC is proactively educating the public.Hon. Abdul Karim Hamid Kamara (AKK) argued that the PR system marginalizes youth and grassroots candidates, making parliamentary selection expensive and elitist.

He stated that the PR system undermines accountability, as officials are appointed by parties and not directly elected by the people.

In contrast, the constituency system allows citizens to elect their representatives, who are answerable to them.AKK concluded by describing the PR system as a “disaster for development,” while the APC emphasized its commitment to restoring direct representation and democratic accountability through the return to constituency-based elections.
