His initiatives made procurement accessible to every corner of Sierra Leone, as he established offices across various districts and expanded the Authority’s national reach.

Chief Swarray engaged with numerous universities to educate students on procurement matters, fostering a burgeoning interest among the youth and adding considerable value to the field in Sierra Leone.

His introduction of E-Government Procurement, alongside various other innovations, further exemplifies his impactful tenure, which is well-documented. He meticulously crafted policies that not only streamlined procurement processes but also instilled a sense of transparency and accountability within the public sector, thereby enhancing the overall governance of the nation.

During the 2023 elections, he played a pivotal role in the campaign, ensuring the reelection of President Bio. His strategic foresight and astute leadership were instrumental in galvanizing support for the president, showcasing his political acumen.

Following the President’s victory, Chief Swarray was appointed as the Commissioner General of the National Revenue Authority (NRA), a decision that was met with widespread approval among Sierra Leoneans who recognized his capacity for delivery.

Within a few months, he achieved the highest revenue collection in the nation’s historyβ€”a feat that underscored his exceptional managerial capabilities. Moreover, he adeptly addressed numerous financial leakages and implemented mechanisms that yielded substantial dividends for the treasury.

However, this unprecedented success engendered envy among some, leading to unfounded allegations against him. Consequently, he was relieved of his duties by the president in December 2023, just four months after his appointment, leaving many in shock regarding his dismissal.

While speculations regarding corruption began to circulate, Chief Swarray steadfastly maintained that his actions had always adhered to due diligence and legal compliance, asserting that his removal was ultimately the President’s prerogative, which he accepted with grace and dignity.
