His introduction of E-Government Procurement, alongside various other innovations, further exemplifies his impactful tenure, which is well-documented. He meticulously crafted policies that not only streamlined procurement processes but also instilled a sense of transparency and accountability within the public sector, thereby enhancing the overall governance of the nation.

During the 2023 elections, he played a pivotal role in the campaign, ensuring the reelection of President Bio. His strategic foresight and astute leadership were instrumental in galvanizing support for the president, showcasing his political acumen.

Following the President’s victory, Chief Swarray was appointed as the Commissioner General of the National Revenue Authority (NRA), a decision that was met with widespread approval among Sierra Leoneans who recognized his capacity for delivery.

Within a few months, he achieved the highest revenue collection in the nation’s history—a feat that underscored his exceptional managerial capabilities. Moreover, he adeptly addressed numerous financial leakages and implemented mechanisms that yielded substantial dividends for the treasury.

However, this unprecedented success engendered envy among some, leading to unfounded allegations against him. Consequently, he was relieved of his duties by the president in December 2023, just four months after his appointment, leaving many in shock regarding his dismissal.
