The Sierra Leone Ports and Harbours Authority (SLPHA) has emerged as the top-performing agency under the Ministry of Transport and Aviation in the 2025 Mid-Term Inter-Agency Performance Scorecard, covering the period January to June 2025.
With an impressive score of 70.1% and a Grade A rating, the Authority outperformed all other sector agencies in the assessment, which measured efficiency across five key performance areas: Policy, Strategy & Legislative Support; Administration & Management; Service Delivery; Financial Stewardship; and Accountability & Corruption Eradication.

The Ministry’s rankings placed the SLPHA at the top, followed by the Sierra Leone Maritime Administration (55.5%, Grade B), the Sierra Leone Civil Aviation Authority (49.4%, Grade C), the Sierra Leone Roads Safety Authority (40.5%, Grade C-), the Sierra Leone National Shipping Agency (38.3%, Grade D), the Sierra Leone Airports Authority (37.6%, Grade D), the Sierra Leone Air Accident Investigation Bureau (30.0%, Grade E), and the Sierra Leone Ports Transit Authority (27.4%, Grade F).
SLPHA’s management attributed the achievement to targeted operational improvements, including reduced vessel turnaround times, strengthened safety and security protocols, adoption of modern port technologies, and enhanced customer service. These initiatives have not only improved service delivery but also generated significant revenue for the Government of Sierra Leone.

The Ministry of Transport and Aviation emphasized that performance contracts remain a key mechanism for ensuring accountability, driving institutional efficiency, and aligning sector priorities with national development goals.
According to the SLPHA, its continued sector leadership strengthens Sierra Leone’s standing as a competitive maritime hub in West Africa and is expected to attract greater investment, boost trade integration, and contribute to sustainable economic growth.
