Opposition Leader Warns Counter-Terrorism Bill Could Be Used to Target Critics, Activists, and Protesters

The leader of Sierra Leone’s main opposition party, Hon. Abdul Kargbo, has raised serious concerns over the proposed Counter-Terrorism Act of 2024, warning that the legislation could be exploited to suppress opposition voices, protesters, and critics of the government.

Speaking at Parliament Building in Freetown, Hon. Kargbo cautioned that the broad definition of terrorist acts within the bill—including property damage, violence against individuals, and other serious offenses—could be misapplied without clear safeguards. He argued that unless specific exemptions are included, the law could become a tool for political repression rather than a genuine counter-terrorism measure.

Drawing from international legal frameworks, Kargbo referenced the 2011 African Union model law on counter-terrorism, which explicitly exempts advocacy, protest, dissent, and industrial action from being classified as terrorism. However, he noted that the Sierra Leonean government’s version of the bill lacks such protections, raising fears that it could be used to target opposition groups and curtail civil liberties.

“We support the fight against terrorism, but this law must not be used as a weapon against political opponents or those who express dissent,” Kargbo stated. “If the government refuses to include safeguards, this Act could be manipulated to silence critics and undermine democratic freedoms.”

The opposition has vowed to reject the bill unless amendments are made to prevent potential abuse. Kargbo stressed the need for a balanced approach that strengthens national security while upholding human rights and democratic principles.

As parliamentary debates continue, Kargbo reassured the public that the opposition would challenge any provisions that could infringe on civil liberties. He urged lawmakers to ensure that security laws do not override constitutional rights, emphasizing the importance of protecting both national stability and fundamental freedoms.
