BACKGROUND

The National Revenue Authority has set aside funds for its operations. It is intended that part of the proceeds of the funds will be used to cover eligible payments, under a FRAMEWORK contract for the Provision of Electrician Services to all NRA offices in the country.

The Contractor will be responsible for the delivery of electrical works including safe installations, testing, maintenance and requisite repairs to keep the electrical components in NRA facilities functioning properly to the standard required by the NRA and provide expert advice on the effective functioning of electrical component of all NRA facilities.

The National Revenue Authority invites Expression of Interests (EOI) from eligible service provider/consultant to serve as Electrician Retainer within the Sierra Leone National Revenue Authority. 

SCOPE OF WORK 

The qualified Services Provider/Consultant during the assignment is expected to:

  • Plan the layout and installation of electrical wiring, equipment, fixtures and fittings when required;
  • Diagnosing electrical problems in all NRA facilities using modernised testing kits/equipment and produce appropriate technical diagrams or blueprints where required;
  • Installation and repair of electrical control systems, wiring and lighting systems in all NRA facilities when required;
  • Perform general and preventive electrical maintenance. This includes inspection of transformers and maintenance of circuit breakers and other electrical components;
  • Ensure accurate and completion of all protective maintenance duties;
  • Safely use various hand and power tools in the delivery of duties of senior electrician;
  • Comply with all safety standards and regulations in the delivery of electrical tests;
  • Supervise and train NRA appointed staff in the installation and repair of electrical components;
  • Assembling, evaluating, testing and maintaining electrical or electronic wiring, equipment, appliances and apparatus; 
  • Constructing and fabricating parts, using hand tools and specifications; and
  • Advising management on continued use of unsuitable equipment, appliances and apparatus;

The NRA will procure and supervise all materials required for all electrical works recommended by the Retainer, including securing all changed items for inspection by the Estate Unit to be stored appropriately for disposal.

All materials to be used shall be brand new and must be approved by NRA Estate Unit.

Sealed Proposals must be marked on the outer envelope “Expression of Interest for the Provision of Plumbing Service for all NRA Offices in the country”, delivered to the below office on or before 10.30 am on Friday, 6th July, 2022 at The Procurement Unit, 4th Floor, 18 Wellington Street, Freetown and must be accompanied by the following documentation;

  • A certified true copy of a valid Business Registration Certificate
  • A certified true copy of a valid NRA tax clearance certificate
  • A certified true copy of a valid NASSIT clearance certificate
  • Evidence of similar contract for at least 3 years. Its past relevant work, the work plan including time and CV’s of the propose technical team members.

Interested bidders may obtain further information at The Procurement Unit, 4th Floor, 18 Wellington Street, Freetown from 9:00 a.m. and 4:00 p.m., Mondays to Fridays inclusive, except on public holidays. The National Revenue Authority now invites interested firms to submit their proposals for the Provision of Plumbing Services for all NRA Offices in the Western Area. 

Only shortlisted firms will be contacted to submit detailed technical and financial proposal, for further evaluation and final award of contract.
