A team of dedicated academic and administrative staff members of the Institute of Public Administration and Management (IPAM), presented the 2025-2028 administrative agenda to university leadership on October 22, 2025.
The meeting, held in the DVC Conference Room IPAM, was attended by the Chancellor of the University of Sierra Leone, PC Dr. Margaret Baio Gbanie IV, Vice Chancellor
and Principal Professor Aiah Lebbie, the DVCs of Fourah Bay College (FBC) and College of Medicine and Allied Health Sciences (COMAHS), Professors Andrew Baio and James Russell, the University Registrar Mr. Munda Lebbie and Finance Director Dr. Abu Kai Kamara were also present.

Since assuming office on October 1, 2025, I have consulted widely within and beyond IPAM to develop a strategic roadmap on the way forward.
The core of the agenda is,”repositioning and transformation”a rebranding initiative designed to align the college with international educational trends and Sierra Leone’s national development goals. The transformation agenda outlines five key strategic objectives:
- Enhance IPAM’s Brand Reputation: To solidify its position as a leading school of
business, governance, and technology, thereby boosting credibility and attracting
high-quality students, faculty, and partners. - Align with Global Trends: To ensure IPAM’s curriculum reflects current industry
demands in sustainability, digital transformation, and entrepreneurship, creating
partnerships and employment opportunities for graduates. - Strengthen Stakeholder Engagement: To improve recognition among employers
and secure job placements for students by adapting to new markets and student
needs. - Reflect Internal Vision: To align the IPAM brand with new strategic goals and
organizational restructuring, communicating trust and coherence. - Improve Communication: To develop a clear visual identity and messaging
framework that resonates with stakeholders and improves engagement across all
channels.

During the meeting, I also highlighted the upcoming 45th anniversary of IPAM as a key opportunity to rally stakeholders around these objectives and mobilize resources.
University leaders commended the agenda and offered their support.
Finance Director, Dr. Abu Kai Kamara, emphasized prudent financial management,
transparency, and team building, assuring swift access to operational funds and
prioritizing staff salaries and welfare. He informed the gathering about the USL
consolidated account proposal.

Registrar, Mr. Munda Lebbie, congratulated Professor Lakkoh and urged him to
collaborate with his team. He also stressed the importance of record-keeping and
expediting student grades for the pending congregation.
DVC FBC, Professor Andrew Baio, endorsed the objectives and emphasized the need to
re-engineer courses with a focus on practical training in the era of AI, promising close
collaboration.

DVC COMAHS, Professor James Russell, advised establishing Key Performance
Indicators (KPIs) to measure the plan’s success and assured strong inter-campus
collaboration.
Vice Chancellor Professor Aiah Lebbie
urged all administrators to prioritize
student welfare and work as a cohesive
team. He recommended reviewing
curricula, incorporating more practical
training and interdisciplinary programs,
and promoting mentorship and
internships to enhance graduate
employability. He also called for robust
resource mobilization.

In her closing remarks, Chancellor PC Dr. Margaret Baio Gbanie IV thanked the
leadership for their commitment. She commended Professor Duramany-Lakkoh’s presentation and urged all staff to embrace teamwork as crucial for repositioning the
university.
