The National Electoral Commission (NEC) has administrative independence and aims to achieve high levels of effectiveness, accountability, neutrality and efficiency necessary to ensure autonomy as mandated by law. In light of this, the Commission therefore advertises Vacancy for the post of DIRECTOR OF PROCUREMENT AND LOGISTICS
DUTIES:
He or she report directly to the Executive Secretary. This role is responsible for providing strategic procurement and logistics management leadership, ensuring appropriate systems, procedures and controls are in place and fully implemented as an integral part of all staff responsibilities to support all NEC operations.
The Director is the guardian of Procurement and Logistics Policies. Oversees the design, development, delivery and monitoring of logistics and procurement of goods and services.
The overall aim of the Procurement and Logistics Directory: is to provide value for money and ensure quality, efficiency, systems, policies and procedures are adhered to.
Key Responsibilities:
- To oversee the smooth running of end -to- end supply chain operations at NEC HQ, and regional offices (procurement, purchasing, fleet management, quality assurance and inventory management)
- Provide leadership in preparing and issuance of tenders, bids evaluation and selection of contractors / suppliers in conformity with the National Public Procurement Authority (NPPA) regulations and standard operating procedures.
- Ensure compliance with donor procurement guidelines and requirements.
- Maintain a professional relationship with partners to ensure adequate availability of commodities for service delivery.
- Ensure that proper records of vehicles, maintenance schedules, fuel consumption patterns, wear-and-tear are kept
- Ensure that a functional logbook system is maintained for the fleet to ensure accountability for mileages covered, purpose of travel and proper authorization
- Coordinate and identify credible repair facilities and enter into maintenance contracts with such service provider.
- Ensure all licensing and insurance requirements for all vehicles are kept up-to-date
- Develop logistics systems to ensure proper storage and distribution of supplies, to all operational areas, regional offices and within HQ office.
- Conduct a thorough market research to identify and recommend potential local suppliers to ensure best value.
- Monitoring fuel purchasing and consumption of all NEC vehicles and equipment
- Maintain a proper tracking system for all purchases to record delivery and onward distribution to staff and operation areas.
- Participate in the preparation of the annual general procurement plan and also specific procurement notices and expression of interest (Eos); established registered of qualifying suppliers and consultant and periodically update this register per advertisement and for request for expression of interest
- Monitor and ensure that stock is stored and handled safely and securely at all times.
- Implement and maintain an effective system for receipt and delivery of items into and out of the warehouse.
- Monitor and ensure that all items requisitioned from the warehouse/store for loan or use are recorded appropriately and approved.
- Coordinate and manage monthly stock take on items in the warehouse and oversee yearly inventor
- Formulation of an inventory register, labelling and recording of NEC assets.
- Preparation of inventory reports required for Monthly review, NEC analysis and annual reports.
Qualifications:
- Advanced university degree (Master’s Degree or equivalent) in Economics, Procurement / Purchasing & Logistics, Business Administration or related field.
- Other professional qualifications, ideally membership of the Chartered Institute of Procurement and Supply (CIPS) is desirable
- Excellent knowledge of supply chain management qualification is added advantage.
Skills and Experience:
- Significant experience in similar position at management level, with ideally both public sector exposure and excellent knowledge of supply chain management.
- Ability to perform under pressure, handle heavy workloads; and meet stringent reporting deadlines
- Strategic thinker, excellent analytical skills
- Able to communicate effectively at all levels.
- Excellent verbal, written and presentation skills excellent leadership and management aptitude leading diverse teams at a distance
- Organization and communication skills
- Cross-functional team player
- Good understanding of logistics and procurement issues, including managing of assets, writing of bid documents, preparing contracts, evaluation of bids, fleet management and warehouse.
- Ability to multitask, prioritize and work well under pressure.
- Minimum of 10 years progressively responsible experience in areas of management, procurement and logistics with public sector management.
- Willingness to work as a team and support colleagues in a professional and courteous manner.
