NASSIT Director General Signs Landmark MOU with Africa Finance Corporation

The Director General of the National Social Security and Insurance Trust (NASSIT), Mohamed Fuaad Daboh, has signed a landmark Memorandum of Understanding (MOU) with the Africa Finance Corporation (AFC) to support the Africa Social Security Association (ASSA) in strengthening its institutional capacity and driving Africa’s infrastructure agenda.

The signing ceremony, hosted by the AFC on the sidelines of the United Nations General Assembly in New York, follows the successful commissioning of the state-of-the-art Sewa Grounds Market by His Excellency, Dr. Julius Maada Bio. Mr. Daboh, a founding member of ASSA and member of its Governing Council, represented the Association’s Chairman, Nassar Shaaban Ameir, Managing Director of the Zanzibar Social Security Fund.

Speaking on behalf of ASSA, Mr. Daboh expressed gratitude to the AFC for its partnership and pledged to collaborate in establishing an Infrastructure Investment Fund for Africa. The fund aims to address the continent’s infrastructure financing gap by investing in transportation, energy, water and sanitation, and telecommunications. “This collaboration will contribute significantly to economic growth across African nations,” Mr. Daboh said.

The President and CEO of AFC, Samaila Zubairu, highlighted the organization’s readiness to launch a collaborative research program to evaluate African pension regulations and identify policy frameworks to channel long-term savings into infrastructure projects.

Following the MOU, Mr. Daboh will attend the World Social Security Forum, organized by the International Social Security Association (ISSA) in Kuala Lumpur, Malaysia, from 29 September to 3 October 2025. He will speak on the role of social security in Sierra Leone’s socio-economic development, serve as a panelist in the ISSA Guidelines on Good Governance session, and hold high-level meetings with social security experts. His engagements will also focus on advancing the establishment of the Salone Informal Sector Pension Scheme.
