The Government of Sierra Leone has received funds from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of Projects Monitoring and Evaluation services. The duration of the assignment is twelve months, renewable annually, based on satisfactory performance and availability of funding. The consultant is expected to commence in November. The detailed Terms of Reference (TOR) for the assignment can be obtained via email to msesay@mohsihpau.gov.sl or can be obtained at the address given below.

The Integrated Heath Projects Administration Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications, relevant experience, required Skills and specialized techniques to perform the Services. The shortlisting and selection criteria shall be based on the following minimum qualification and experience: • At least a master’s degree in social sciences, public health, and economics.• At least 15 years of experience in M&E design, M&E implementation, and M&E utilization, preferably in the health sector.• Experience in the design and implementation of World Bank Projects is required. • Experience in sub-Saharan Africa countries, particularly in Sierra Leone is an added advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020.
