Impeccable sources have it that the Misheal Kay Construction and Suppliers Ltd. deliberately failed to supply rice to the Sierra Leone Correctional Service for a period of three Months, which the inmates and Correctional officers has described as corruption and the CEO they said must be investigated by the Anti-corruption Commission.

The inmates and officers has raised an eyebrow as to what will be done by the government as they have been denied their fundamental human rights.

The public have made conclusion by accusing the Misheal Kay Construction and Suppliers Ltd for organizing a mere fake and corrupt enterprise to lure State Contracts and resources.

The mischievous and suspicious CEO of Misheal Kay Construction and Suppliers Ltd  had taken on social media and few media houses to shift his company inability in blaming an independent Authority charged with regulatory, monitoring, and Advising Government on State Procurement management.

Though the Suppliers, Misheal Kay Construction and Suppliers Ltd had earlier agreed that they could not continue with the supply due to an upward price adjustment to a 50kg bag of rice; they should first have thought about the fact that rice adjustment was not part of the original bargain and that they should be in a position to absorb any such price adjustment.

At the official launch of the public procurement Bulletin the Chief Executive at the National Public Procurement Authority made it clear to Journalists and procurement Managers that the Authority business with contract was not to award contracts as was being misconstrued by some sections of the press, but to ensure that best practices in public procurement were followed throughout MDAs. And where there were flaws or incorrect methods in procurement procedure, it because the business of the National Public Procurement Authority to call for review or total cancellation of bad contract.

It is unfortunate that the government allows racketeering individual like Misheal Ibrahim Kallon to operate a Company at the detriment of the State. The ownership of State thieves of itself is a complete social dishonesty to the State.

Section 14 subsection 2 of the Public Procurement Act 2016, gave the National Public Procurement Authority the power to planning of procurement; preparation of invitations to bid and bidding documents; administered the implementation and monitoring of contracts, to the extent that is not carried out by end-user departments and more.

Section 20 of the Public Procurement Act 2016, establishes a body known as the Independent Procurement Review Panel; for the purpose of conducting independent administrative review of challenges to the process of the award of decisions and complaints arising out of the said Act.

If Misheal Kay Construction and Suppliers Ltd had knowledge in the public procurement management he would reverted to the Independent Procurement Review Panel for any wrong doing within his contract line. His actions of launching a war of blame on social media and print media would further expose his organized criminal racketeering company.
