Call for expression of interest (EoI) from Multimedia companies for the production of the EPP IV video documentary

Background
The German Ministry for Economic Cooperation and Development (BMZ) in cooperation with the European Union (EU) is supporting the Government of Sierra Leone through the Ministry of Planning and Economic Development (MoPED) in the implementation of vocational skills training and local business development in Sierra Leone. BMZ and the EU have commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the Employment Promotion Programme (EPP) IV in its fourth phase.
The overall objective of the programme is to improve the livelihoods of youth employment through vocational training and local business development, better policy implementation and skills development in Sierra Leone.
The specific objective (outcome) of the Action is to improve human capital for a better supply-demand match in the labour market. Five outputs are gear towards this objective:
Output 1: Rapid Skills – commercial and basic skills are rapidly strengthened
Output 2: PPP Education – an effective training partnership with the private sector has been established
Output 3: TVET Governance – the governance of the vocational training sector has been strengthened
Output 4: TVET Service Quality – the service quality of vocational education and training has improved
Output 5: SME Support – local SMEs are strengthened
These interventions are taking place in four districts, namely, Kailahun, Falaba, Koinadugu and Kono districts.
Purpose and Timeframe
GIZ foresees to produce a video documentary and a documentary brochure that will form part of communication and visibility activities during the course of the programme.
EPP IV is therefore seeking to appoint a film/video-documentary production company to produce an EPP IV documentary series and an accompanied summary brochure that capturing the relevance of the programme, progress and impact stories of the intervention.
The period of this assignment is from 01 April 2024 until 30 September 2024.
Specific Tasks to be performed by contractor
The contractor is to produce a video documentary and a summary brochure of the documentary for the “Employment Promotion Programme” IV. This task expects the contractor to travel to various districts in Sierra Leone (partly in rural terrain with access limitations), to film relevant stakeholders, beneficiaries any MSMEs representatives who are been supported by the programme and on-going activities. The contractor is to deliver full pre-production, production and post-production services for the products listed below. The videos should include a voice-over/narration, background music, motion graphics, animated re-enactments and interviews, footage of the selected activities and beneficiaries as well as English subtitles. It will be the responsibility of the service providers to obtain primary or licensed materials necessary for the videos.
The service provider is to deliver a documentary (20 – 25 minutes) that includes:
Introductory EPP IV documentary 2-3 minutes length on the programmes’ background, relevance and objectives in the area of TVET and Private Sector Development implementation in Sierra Leone. 8 short documentaries of between 2-3 minutes length to document specific areas of progress, results and impacts of EPP.
Eligibility criteria and documents to be submitted by the enterprise
- The Service Provider gives poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
- The Service Provider is based and registered in Sierra Leone or in the ECOWAS region: Certificate of Business Registration
- The Service Provider should have minimum of five (5) years of documented work experience in the tasks outlined and provide at least four (4) samples of previous documentaries produced.

Only shortlisted companies will be contacted with detailed Terms of Reference and tender documentation for submission of technical and financial bids.
Late submissions will not be accepted.
