The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the following Project: Transformational Energy Use for Sierra Leone – Phase 1” (TEUSL-1)
The “Transformational Energy Use for Sierra Leone – Phase 1” (TEUSL-1) is a multi-donor action jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development, BMZ and implemented by GIZ as a contribution to the multi-donor initiative Energising Development (EnDev), which is also financed by the Netherlands Ministry of Foreign Affairs, the Norwegian Ministry of Foreign Affairs (NORAD), the German Federal Ministry for Economic Cooperation and Development, and the Swiss Agency for Development and Cooperation (SDC).
As part of this project, GIZ intends to award contract/s for the Supply and Installation of two (2) Hybrid Car-Port Solar PV Systems for World Food Programme (WFP) Agricultural rice milling hubs.
Exact explanation of the two sites
This contract will cover two (2) sites: Gbondapi in Pujehun District (15.4 kWp) and Tormabum in Bonthe District (16.5 kWp). Standalone off-grid hybrid Car-Port solar PV systems with battery energy storage systems (BESS) will be installed at both sites. Both sites will utilise elevated carport mounting structures standing 2.5 metres high. These structures will be constructed using hot-dip galvanised steel columns and bracing for lateral stability, as well as aluminium rails to support approximately 30 PV modules per location. The structures will be tilted at 10 degrees to optimise solar exposure and will be equipped with lightning arrestors for safety purposes.
The scope of task includes transporting all system components, such as PV modules, inverters, batteries, mounting structures and cabling, to the final sites, as well as manual offloading, safe material storage, waste removal and site cleaning. All electrical and structural installations, including internal wiring and the setup of hybrid inverters and lithium-ion BESS, will be carried out in secure rooms that are newly constructed and located adjacent to the rice milling hubs. The exact Bill of Quantity (BoQ) will be provided to the applicants. Final commissioning, testing and training of local user groups are integral to the works, as is the provision of comprehensive technical documentation.
The implementation will be at the location below:
• Gbondapi, Pujehun District – 15.4Kwp
• Tormabum, Bonth District – 16.5Kwp
The scope of works in the four listed sites above requires the supply of BOQs materials and Installation of Hybrid Solar PV System for WFP Agric rice milling hub including but not limited to the following:
1) Supply of all necessary equipment and materials BoQ
2) Transportation of materials to the sites
3) Erection and installation of all electrical components PV modules, inverters and BESS
4) Integration of back up diesel generators
5) Conducting site acceptance tests
6) System commissioning
7) Provide introductional O&M training to facility users and their technicians.
Tender procedure from invitation to tender until signing of contract is expected to take place in July 2025. Service installation work is expected to be performed and completed approximately within minimum 1 month from signing of contract.
To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:
1) Official letter expressing interest.
2) Company details including full company name, full address, phone and email.
3) Copy of company registration certificate.
4) Copy of valid NaSSIT Clearance Certificate.
5) Copy of Valid NRA – Tax Clearance.
6) Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the work (at least 5 staffs), each for the last three (3) years
7) References of not less than (3) works of similar nature (solar PV systems above 15 kWp or Car Port PV solutions) as specified above (performed within the last five (3) years) and at least 3 years’ working experience in the Western Africa region. Minimum commission value 5000 Euro or equivalent.
8) Annual total turnover for each of the last three (3) years; (2022, 2023 & 2024) with an average value of not less than Eight Hundred Thousand New Leones (800,000 New Leones). Should be proved through annual financial statement.
9) Evidence of experience in supplying BOQ materials and installation of solar hybrid PV systems
Failure to submit the above administrative documents will lead to an exclusion.
Participants will be evaluated based on the requirement of administrative documents above and on their technical experience (see evaluation grid below for the technical experiencebelow):
• Experience in construction of Carport PV solutions, minimum two (2), with a size of 5 kWp or above (50%)
• At least one (1) Electrical engineer with at least 5 years working experience in the Renewable energy sector or equivalent qualification with a project management background and demonstrated experience in implementing hybrid microgrid projects with energy storage systems. (25%)
• Evidence of ownership of installation equipment and machinery necessary to execute the works or evidence of the possibility of hiring the same. (20%)
• Experience in Sierra Leone (5%)
Companies with a mark below 70% will be excluded

The size of the EOI is limited to 30MB and not exceedingmore than 50 pages. In case your EOI exceeds the maximum data size, documents must be sent via file transfer.
Additionally, if your bid file is greater that 10MB, we recommend that you split the EOI into several emails (<10MB).
