Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to work in cooperation with the Sierra Leonean Ministry of Health and Sanitation (MoHS) together with other partners towards a health system that, including sufficient number of personnel, is better aligned with the needs of the population in selected districts. GIZ is supporting the MoHS in the areas of human resources management, decentralized management of health services (digitalization) as well as Epidemic Prevention with one health approach.

  1. Scope of responsibilities

GIZ Sierra Leone will recruit a Technical Advisor Digital Health (TADH) from April 2023 to Dec 2024 to coordinate Digital Health activities in Sierra Leone. The position will be funded 50% by The Digital Innovation in Pandemic Control Program (DIPC) and 50% by the GIZ health project Health System Strengthening and Epidemic Prevention II (HSSEP II). Working closely with the Digital Health focal point at UNICEF and the Department of Policy, Planning and Information (DPPI) of the Ministry of Health and Sanitation (MoHS), the engagement will be dedicated to 1) coordination of the Digital Innovation in Pandemic Control (DIPC) Project in Sierra Leone together with the implementing partner UNICEF, 2) Support the digital health activities of HSSEP II 3) support the harmonization and integration of digital health activities on global, regional and bilateral level of the GIZ and within the wider partner and governmental digital health activities in Sierra Leone. 

  • Functions

DIPC:

  • Plan, organize, steer, and monitor the implementation of the DIPC activities in Sierra Leone according to the objectives (Guiding Stars) of the program, in alignment with local implementation partner UNICEF, ensuring activities executed are in line with pre-agreed scope to achieve compliance with the DIPC indicators.
  • Formulate project workplans and synchronize the planning and budgeting system and its counterparts for DIPC.
  • Organize implementation of relevant events and workshops.
  • Develop strategies for the DIPC project, especially with regards to long term impact and sustainability.
  • Participate in DIPC meetings and calls as relevant, and regularly provide information to other DIPC team members.
  • Global work packages:
  • Support harmonization, collaboration, integration, and localization of the global work packages of DIPC and where relevant country activities in other DIPC countries. 
  • Project documentation for monitoring as well as impact evaluation through studies and research with internal and external partners.
  • Knowledge Management
  • Ensure cross-program knowledge management of project products
  • Maintain a resource repository at the DIPC Teams channel and websites as needed and manage the access of partners to this repository.
  • Contribute to Public Relations for the DIPC project:
  • Train, advise and monitor DIPC implementing partners on the appropriate use of corporate identity for program implementation and result reporting.
  • Support results communication across all available platforms including cooperation and communication with the relevant focal points of the implementing partners. 
  • Ensure that the DIPC message is communicated clearly and uniformly.
  • If required, support GIZ coordination unit of the Orange Digital Transformation Centers. 

HSSEP II:

  • Support the supervision of the component “Decentralization of the Management of Health Services” of HSSEP II implemented by GOPA ensuring activities executed are in line with pre-agreed scope and align with relevant digital health standards to achieve compliance with indicators of HSSEP II, and the National Digital Health Strategy and Roadmap. 
  • Exchange and create synergies with other relevant GIZ projects, and beyond
  • Advice the team of the Director of HSSEP II appraisal mission elaborating the next phase of the project
  • As designated by the Director of HSSEP II, support the financial management of the Grant Agreement between GIZ and UNICEF 

Activities conducted jointly for both projects

  • Actively engage and foster partner coordination including the identification and engagement of new partners such as developer communities, private sector, and foundations. (For example, Orange Digital Transformation Centers), and beyond
  • Develop a cooperation network with key stakeholders, including the preparation of formal cooperation agreements with project partners (i.e., agreements)
  • In coordination with the Director of HSSEP and DIPC team represent the GIZ to clients, government agencies and political actors in the country, as well as in the digital health community, and support the development of strategies when necessary.
  • Support preparations of reports writing and other possible enquires of the commissioner  
  • Lead knowledge management between and ensure alignment with the other initiatives of the respective GIZ health programs and projects, DIPC and relevant projects in the digital sector in Sierra Leone and regionally.

Other additional tasks/functions

  • Prepare reports and presentation and communication documents 
  • Required qualifications, competences, and experience

Qualifications

  • Master’s degree in computer science, health informatics, medical informatics, bioinformatics, public health or similar 
  • Additional advantage will be given to candidates with certificate in foundational digital health such as Cobit-5, TOGAF and digital health leadership, and project management.

Professional experience

  • at least 3 years of experience in digital health/medical informatics implementation projects
  • at least 3 years’ professional experience in a comparable position

Other knowledge, additional competences

  • high level of professional and personal integrity
  • proven ability for teamwork, co-creation and skill-transfer 
  • very good working knowledge of ICT (related software, phone, email, the internet) and computer applications (e.g., MS Office, Excel)
  • fluent written and oral knowledge of the English, knowledge of German is an added advantage but not a requirement
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

  • Period of assignment is 24/4/2023 to 31/12/2024
  • Place of assignment is Freetown, Sierra Leone with regular business trips
