Background

The TVET Development Component of GIZ- EPP IV programme addresses the mismatch between skills supply and the labour market demand through provision of targeted soft and hard/trade skills training among youth using the TVET and private sector approach. By providing the relevant trainings and injecting concrete support to young people’s investment will potentially improve livelihoods and development.  

Overall goal 

To enhance employment opportunity and or productive entrepreneurial capacity of young people/youth in the beauty and cosmetology industry/sector across the above GIZ-EPP4 operational districts of Kailahun, Kono, and Koinadugu/Falaba. 

Purpose and Timeframe 

The assignment is to develop and implement a portfolio of a curriculum for soft skills development modules in entrepreneurship focusing on ‘Beauty and Cosmetology’ in hair dressing, manicure, pedicure, facial/make-up, and barbing. The training target group are mostly rural youth who are trainees with basic competences/skills in the four areas above. This is expected to ensure employability opportunity whether in paid employment or self-employment after a seventeen (17) days rapid training. The training is estimated to cover 600 beneficiaries, 200 per district in the operational districts of Kailahun, Kono, and Koinadugu/Falaba.

The total contract period including planning (tools development, setup and implementation is expected to be between March to August 2023, but the actual trainings are to be implemented within four (4) weeks per district including a TOT.

Documents to be submitted

  • The service provider provides poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
  • The service provider is based and registered in Sierra Leone: Certificate of Business Registration
  • The service provider(s) should have a minimum of three (3) year experience in the tasks outlined and in the targeted areas in Sierra Leone and show a wide understanding of the topic: A brief company profile that holds details of their experiences in delivering on similar tasks is required.
  • Submission of Expressions of Interest
  • Service providers should submit their “Expression of Interest” in a plain sealed envelope in the Tender Box situated at the GIZ Country Office Reception –32d Wilkinson Road, Freetown not later than 9th February 2023, 4:30 PM local time, clearly marked with “EOI- Entrepreneurship in Beauty and Cosmetology – “COSOFT NUMBER 83430733”
  • Only prequalified bidders will be contacted with detailed Terms of Reference and tender documentation for submission of technical and financial bids.
