Background

The Employment Promotion Programme (EPP) IV is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union.  The private sector development (PSD) work area of EPP IV deals directly with micro, small and medium enterprises (MSMEs) development and utilizes a methodology called the SME Business Training and Coaching Loop (popularly known as B-Loop in Sierra Leone). Following the roll-out of the methodology in EPP III, 908 microentrepreneurs have successfully graduated from several cycles between January 2019 and April 2020 in Kono, Kailahun, Koinadugu and Falaba districts. 

Under EPP IV, a total of 225 entrepreneurs will be trained under the B-Loop. Additionally, 1,500 businesses will be supported with small loans. To consolidate the gains made by entrepreneurs under EPP III and to support the further growth of their businesses, a total of 225 “promising” entrepreneurs are to benefit from additional assistance, specifically training and financial support in the form of small loans and grants. 

However, this term of reference (ToR) is meant to contract reputable Microfinance Institutions (MFIs) to design a special loans product specifically targeting 175 EPPIII beneficiaries in the operational districts of Kailahun, Kono and Koinadugu/Falaba. This is an upscale of the pilot implementation that targeted 50 entrepreneurs in Kono and Koinadugu/Falaba. 

Overall goal 

The goal of this assignment is to make available small individual business loans and a follow-up grant amounts to deserving 175 small and micro entrepreneurs (whose financial needs are not fully addressed by formal financial institutions).

Purpose and Timeframe 

EPP IV is recruiting suitable financial institution(s) for the purpose of implementing small individual business loans and disbursement of grants for enterprise development through a guarantee scheme for selected micro and small entrepreneurs in Kono, Kailahun, Koinadugu and Falaba districts commencing August 2023 to March 2024.  

Eligibility / Expertise / Documents to be submitted

  • The financial institution gives poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA, and NASSIT
  • The financial institution is based and registered in Sierra Leone: Certificate of Business Registration.
  • Valid license for operation of such business in Sierra Leone
  • The financial institution should have minimum of three (3) years of experience in the implementation of small loan administration to micro and small enterprises in the targeted districts as stated above: A brief company profile that details their experiences in delivering similar tasks.
  • The financial institution must be present in one or all three EPP operational districts, providing financial services to SMEs: Provision of an updated District Council Registration Certificate
