Background

The Employment Promotion Programme (EPP) IV is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union.  

The private sector development (PSD) work area of EPP IV deals directly with micro, small and medium enterprises (MSMEs) development and utilizes a methodology called the SME Business Training and Coaching Loop (popularly known as B-Loop in Sierra Leone). Under EPP IV, a total of 1,251 entrepreneurs have successfully graduated from the B-Loop programme, and additional 1,800 SMEs received loans from FI(s) at reduced interest rate to further grow their businesses.

Purpose and Timeframe 

EPP IV is recruiting suitable financial institution(s) for the purpose of administering 1,200 small individual business loans and grants to entrepreneurs through a guarantee scheme to selected micro and small entrepreneurs in Kono, Kailahun, Koinadugu and Falaba districts (including adjacent districts) commencing April 2024 and ends in October 2024. 

Eligibility / Expertise / Documents to be submitted

  • The financial institution gives poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA, and NASSIT
  • The financial institution is based and registered in Sierra Leone with physical presence in the district of choice: Certificate of Business Registration and District Council Certificates.
  • Valid license for operation of such business in Sierra Leone from Bank of Sierra Leone
  • The financial institution should have minimum of three (3) years of experience in the implementation of small loan administration to micro and small enterprises in the targeted districts as stated above: A brief company profile that details their experiences in delivering similar tasks.

Submission of Expressions of Interest

Service providers/Financial Institutions should submit their “Expression of Interest” via Email to SL_Quotation@giz.de not later than 05th of April 2024, 5:00 PM. The email subject should be clearly written as follows: “Cosoft 83462247_EoI Small Individual Business Loans”

Only prequalified bidders will be contacted with detailed Terms of Reference and tender documentation for submission of technical and financial bids.
