Because of both the Ebola epidemic and the COVID-19 pandemic, the German Government, through its Federal Ministry for Economic Cooperation and Development, has proposed to the Government of Sierra Leone, represented by the MoHS, to help improve access to quality referral level care for children severely affected by infectious diseases.
This would be achieved by upgrading the inpatient bed capacity of the ODCH in Freetown through the establishment of an isolation unit for the treatment of such cases – replacing an existing, provisional facility, that has been constructed during the Ebola epidemic and for technical reasons can no longer be used for clinical purposes.
The project “Health Systems Strengthening and Epidemic Prevention in Sierra Leone “Phase III is commissioned by the Federal Ministry for Economic Development and Cooperation. It aims to support the Government of Sierra Leone to better align the health system with the gender-specific health needs of the population focusing on the districts Kailahun, Kambia, and Pujehun. To do so it works in 4 focus areas: Human Resources in Health, Emergency Maternal and Neonatal Care and Quality Assurance and Epidemic Prevention with a specific emphasis on One Health.
2. PURPOSE OF THE CONSULTANCY
There are various pre-determined international standards and qualifications that Sierra Leone is required to achieve and maintain.
Adequate premises and infrastructure are a requirement that the MoH is seeking to attain to meet international standards.
The construction of a highly specialized hospital extension will require various forms of expertise. These include competences in different aspects of construction, architecture and laboratory mapping/management.
As an initial step in this direction, a topographical survey of the plot on the hospital extension and future construction site, is critical to provide information that relevant to the planning and design phases of this construction activity. This survey will also work to provide an understanding of the natural environment of the site and create a base map of the area.
The novel nature of such a construction project in the country and in the region would require experts specializing in various aspects of topography to work to provide an overview of the current state of the construction plot that will continually advise the subsequent stages of the project.
It is in this context that GIZ intends to hire a consulting firm to provide topographic survey services for the future construction site.
The primary deliverables of the topographical survey are:
• Production of a Digital Terrain Model (DWG format)
• Longitudinal & cross sections
• Brief final Report including short photo documentation
3. REQUEST FOR TENDER DOCUMENTS

Failure to use the correct email subject for the request will lead to a request rejection.

4. REQUIRED ADMINISTRATIVE DOCUMENTS
Upon submission of the offers, the interested companies will be required to submit the administrative documents below.
• The service provider provides proof of good standing, commercial qualification, payment of taxes and social benefits: Tax Clearance certificate of NRA and NASSIT.
• The service provider is based and registered in Sierra Leone: Certificate of Business Registration and Council Certificate.
• Proof of execution of similar contracts
Failure to submit the required documents will lead to an offer exclusion.
