RECRUITMENT OF AN ARCHITECT / GENERAL PLANNER FOR THE CONSTRUCTION OF AN ISOLATION UNIT

The Government of Sierra Leone, in collaboration with its international development partners, intends to improve the country’s healthcare infrastructure. As part of this initiative, an Isolation Unit is to be constructed at the Ola During Children’s Hospital in Freetown to strengthen infection prevention and control (IPC) capacities and improve response to communicable diseases, especially among children.
To support the implementation of this important health infrastructure, we are seeking qualified firms to submit an Expression of Interest for providing General Planner services, including multidisciplinary planning, architectural and engineering design, and related consultancy services.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), supports the Government of Sierra Leone in strengthening the national health system. As part of this initiative, GIZ intends to support the construction of a new Isolation Unit at the Ola During Children’s Hospital in Freetown, Sierra Leone. The construction is embedded in the Health System Strengthening and Epidemic Prevention project. The construction of the Isolation Unit aims to improve infection prevention and control (IPC) infrastructure in pediatric healthcare, enhance national outbreak preparedness, and contribute to better clinical outcomes in the context of communicable diseases.
2. PURPOSE OF THE CONSULTANCY
The contracting authority invites qualified consulting firms to submit an Expression of Interest (EOI) for the provision of General Planner services for this important health infrastructure project. Firms are strongly encouraged to form joint ventures or consortia with regional or international architectural and engineering partners to ensure a comprehensive and context-sensitive approach.
The selected General Planner will be responsible for delivering a comprehensive design package and advisory services through all stages of the project, including:
• Site analysis, topographical and geotechnical surveys
• Preliminary and detailed architectural and engineering designs
• Cost estimation, bill of quantities (BoQ), and technical specifications
• Environmental and social due diligence, including climate resilience and health & safety aspects
• Preparation of tender documents in accordance with international and national procurement standards
• Support the procurement and evaluation of construction contractors
• Construction supervision and quality assurance (optional or to be defined separately)
The project is expected to be implemented according to international standards for healthcare infrastructure, ensuring infection prevention and control, energy efficiency, and climate resilience.
4. ELIGIBILITY CRITERIA
Interested firms must demonstrate the following:
• Proven experience as a General Planner or Lead Consultant in healthcare infrastructure projects, ideally in sub-Saharan Africa
• Successfully completed at least three (2) comparable planning and design projects over the past ten (10) years
• Multidisciplinary team including expertise in architecture, structural and civil engineering, MEP(Mechanical/Electrical/Plumping) engineering, health facility planning, and environmental and social safeguards
• Familiarity with international building codes and health facility standards (e.g. WHO, FGI Guidelines, etc.)
• Legal registration in the country of origin and good standing with professional bodies
• Experience working with donor-financed or government health projects is an asset
5. SUBMISSION OF EXPRESSION OF INTEREST
Interested firms are invited to submit their EOI, including the following documents:
• Cover letter expressing interest
• Company profile with relevant experience
• CVs of key experts
• Valid registration and certification documents
• Any additional information that demonstrates capability and relevant experience
• Documentation of previous relevant projects, including:
✓ Name of project
✓ Location
✓ Year of implementation
✓ Client/Donor
✓ Description of services provided
✓ Role of the applicant (lead, joint venture, sub-consultant)
