The Government of Sierra Leone, in collaboration with its international development partners, intends to improve the country’s healthcare infrastructure. As part of this initiative, an Isolation Unit is to be constructed at the Ola During Children’s Hospital in Freetown to strengthen infection prevention and control (IPC) capacities and improve response to communicable diseases, especially among children.
To support the implementation of this important health infrastructure, we are seeking qualified firms to submit an Expression of Interest for providing General Planner services, including multidisciplinary planning, architectural and engineering design, and related consultancy services.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), supports the Government of Sierra Leone in strengthening the national health system. As part of this initiative, GIZ intends to support the construction of a new Isolation Unit at the Ola During Children’s Hospital in Freetown, Sierra Leone. The construction is embedded in the Health System Strengthening and Epidemic Prevention project. The construction of the Isolation Unit aims to improve infection prevention and control (IPC) infrastructure in pediatric healthcare, enhance national outbreak preparedness, and contribute to better clinical outcomes in the context of communicable diseases.
2. PURPOSE OF THE CONSULTANCY
▪ Geotechnical investigations will be necessary to:
➢ Investigate and determinate the properties of subsurface conditions and materials for the general planner to analyze and design the foundations of the new building and other structures in the site based on the load characteristics of the buildings/structures and the properties of the soils and bedrock at the site.
➢ Plan the execution of earthworks, which include ground improvement, slope stabilization, and slope stability analysis (design of engineered slopes to increase stability).
The novel nature of such a construction project in the country and in the region would require experts specializing in Geotechnical Engineering to do the geotechnical investigations to support architects and structural engineers to design foundations and other structural elements that are appropriate for this specific site conditions, thereby ensuring the safety, stability, and longevity of the construction project of the new hospital ward.
3. REQUEST FOR TENDER DOCUMENTS

Failure to use the correct email subject for the request will lead to a request rejection.

4. REQUIRED ADMINISTRATIVE DOCUMENTS
Upon submission of the offers, the interested companies will be required to submit the administrative documents below.
• The service provider provides proof of good standing, commercial qualification, payment of taxes and social benefits: Tax Clearance certificate of NRA and NASSIT.
• The service provider is based and registered in Sierra Leone: Certificate of Business Registration and Council Certificate.
• The service provider(s) should have a minimum of two (2) year experience in the tasks outlined and in the targeted areas in Sierra Leone and show a wide understanding of the topic: A brief company profile that holds details of their experiences in delivering on similar tasks is required.
Failure to submit the required documents will lead to an offer exclusion.
