  1. Context

The C40 Cities Finance Facility (CFF):

The C40 Cities Finance Facility (CFF) enables cities in developing and emerging countries to prepare finance-ready climate action projects and link these projects to suitable financing solutions. By strengthening the capacities of city administrations throughout the project preparation process, the CFF aims to facilitate the upscaling and replication of projects and to improve cities’ position to fulfill their critical role in the implementation of the Paris Agreement and the achievement of the SDGs on the local level. Generated knowledge and lessons learned are shared with cities, practitioners, and policymakers with the aim to drive global systemic changes in urban infrastructure. 

The CFF is funded by the Foreign, Commonwealth & Development Office (FCDO), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Agence Française de Développement (AFD). It is jointly implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the C40 Cities Climate Leadership Group.

City Information: Freetown is the capital of Sierra Leone and accounts for 28% of the national GDP and 20% of the country’s population. Freetown is already densely populated (8,450 persons per km2) with predictions that foresee its population almost doubling between 2013 and 2028 to almost 2 million inhabitants. The city is governed by an elected city council and headed by a mayor. Due to upcoming elections in June 2023, the Chief Administrator has taken over responsibility of the city.

Sector Information: Urban transport is often seen as gender or social neutral – a public transport system benefits all equally. However, women, men and those in vulnerable groups have different pre-conditions, needs and restrictions for using transport – many of which are not provided for by most existing public transport networks. For instance, the travel patterns of women, elderly and children differ from those of men due to their different societal roles. The differing needs and circumstances of various users and societal groups need to be considered throughout the project preparation process to ensure the project design meets the needs of all local citizens and maximises societal impacts, while mitigating potential negative consequences along the ‘do no harm’ approach. Equitable and accessible urban mobility is considered a crucial factor for social inclusion and the reduction of urban inequalities. 

  • Objectives of the assignment: This assignment will support the city with the resettlement necessary for this project, community engagement and outreach approaches to guide the implementation of the project. Furthermore, the service provider is to lead the process of developing, designing, and conducting a comprehensive awareness campaign to increase (public) awareness and support amongst the communities in proximity to the project.

The main objective is to seek the services of a service provider to:

  • Assess the local and national context surrounding resettlement and develop an approach for the resettlement of affected households that is in line with international standards as well as meeting the requirements by the city. 
    • Assess existing community engagement approaches/experiences in the city/country and develop a community engagement and sensitisation strategy for the project. 
    • Develop tailor-made and appealing awareness-raising and educational material and guide the city through the outreach campaign. 
    • Support the Freetown E&I Focal Person navigate the complex stakeholder landscape of the project and contribute to building their capacities to conduct similar activities independently in the future. 
  • 3.       Tasks to be Performed by the Contractor

The contractor is responsible for providing the following services:

  • Research on resettlement 
  • Resettlement Action Plan
  • Community Engagement Strategy
  • Communications and Outreach Strategy (including communication material)
  • Development of an Action Plan
  • Key Personnel Required
  • Team leader
  • Resettlement Expert
  • Community Engagement Expert
  • Communication and Monitoring Expert
  • Timeframe 

Period of assignment: From June 2023 until March 2024. 

  • Eligibility / Expertise / Documents to be submitted
  • The Service Provider gives poof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
  • The Service Provider is based and registered in Sierra Leone: Certificate of Business Registration
  • The Service Provider should have minimum of three (3) years’ experience in the tasks outlined in the objects of work and in the targeted areas in Sierra Leone and show a wide understanding of the topic: A brief company profile that details the experience in delivering similar tasks
  • Submission of Expressions of Interest

Service providers should submit their “Expression of Interest” in a plain sealed envelope in the Tender Box situated at the GIZ Country Office Reception –32d Wilkinson Road, Freetown not later than 31st May 2023, 5:00 PM local time, clearly marked with Expression of Interest – Resettlement Action Plan & Community Engagement Assignment for a Cable Car Pilot Line in Freetown, Sierra Leone , COSOFT NUMBER: 83439369”

Only shortlisted SPs will be contacted with detailed Terms of Reference and tender documentation for submission of technical and financial bids.
