- Employment Promotion Programme (EPP)
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with additional financial support from the EU is implementing the fourth phase of the Employment Promotion Programme (EPP) over a period spanning August 2020 to April 2024. The overall objective of the programme is to improve the livelihoods of youth employment through vocational training and local business development, better policy implementation and skills development in Sierra Leone.
- Areas of Implementation
The Entrepreneurship in Agro-processing trainings addresses the needs of rural young people within the GIZ/EPP operational districts of Kailahun, Kono, Koinadugu and Falaba.
- Strategy
The TVET Development Component of EPP IV addresses the mismatch between skills supply and the labour market demand through provision of targeted skills training among youth using the private sector approach. By providing the relevant trainings and injecting financial support in their investment will improve their livelihoods.
- Purpose of Consultancy
Services of local consultancy firm to implement a training on Entrepreneurship in Motor-bike maintenance and Agro-processing in VSLA. The assignment is to develop and implement a portfolio of curricula for skills development modules in entrepreneurship focusing on Motor-bike maintenance and agri-business separately but in one intervention period.
Specific objectives
- The Entrepreneurship in Motorbike maintenance focusing on improving basic maintenance and business skills including; understanding of relevant tools and uses, routine services including patch and change of tyre/wheels change of plug and, change of break line and pads and etc. these basic improvement are to be supported by the entrepreneurship aspect of owning, working or managing a motor-bike garage.
- Agro-processing in VSLA’ focuses mainly on Agriculture value chain production and transformation of (pepper, cassava, groundnut, palm cannel and Bennie-sesame) and marketing. VSLA is introduced to the trainees who are formed into cooperatives and benefits from a ‘basket fund’ startup support.
The target group of rural unemployed and underemployed youths mostly garage apprentices, motor-bike runners, petty traders and farmers. The training is estimated to cover 630 beneficiaries in the three districts of Kailahun, Kono, and Koinadugu/Falaba. The successful bidder will be responsible for the reviewing of the GIZ Entrepreneurship training manual as well as relevant existing curricula in both motor-bike maintenance and Agro-processing.

Timeframe
The consultancy is expected to run from November 2023 to December 2023
- Prequalification of Firms
For Expression of Interest and prequalification, prospective bidders should submit the following valid documentation:
- Proof of good standing, commercial qualification, payment of taxes and social benefits: Clearance certificate of NRA and NASSIT
- National Revenue Authority (NRA) clearance certificate
- Certificate of Business Registration
- Brief company profile (3 pages) detailing minimum three years’ experience in the tasks outlined in the scope of work.
