CONSULTANCY SERVICE FOR AN AWARENESS CAMPAIGN IN THE ENERGY SECTOR (PUE)

The Action “Transformational Energy Use for Sierra Leone – Phase 1” (TEUSL-1) is a multi-donor action jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development, BMZ and implemented by GIZ as a contribution to the multi-donor initiative Energising Development (EnDev), which is also financed by the Netherlands Ministry of Foreign Affairs, the Norwegian Ministry of Foreign Affairs (NORAD), the German Federal Ministry for Economic Cooperation and Development, and the Swiss Agency for Development and Cooperation (SDC). Energising Development (EnDev) is active in Sierra Leone since 2014.
The aim of TEUSL-1 is “to contribute to increased generation and access to modern, sustainable, affordable and reliable energy for jobs and growth” in an economically sustainable manner.
In its overall approach, TEUSL looks at understanding the linkage between economic performance and access to renewable energy (RE) as a circular set-up that needs to function in all its aspects to create a sustainable and economically viable productive use of (renewable) energy (hereinafter PUE). This approach assumes that in many areas key aspects for an economically viable PUE are already available; however, one or more key aspects are missing to allow for a self-sustaining development of PUE results and thus instigate economic growth.
TEUSL-1 is implemented regionally in pilot locations around existing mini grids with a focus on the districts Kenema and Konobut also including other areas in south-east Sierra Leone.
On overall this activity is a crosscutting to all outputs started in the DoA.
▪ Output 1: Solutions for the use of renewable energy are developed and accessible for households, MSMEs and public services. Focussing on the main agricultural value chains of the pilot regions, the objective is to improve the economy through an increase of household and MSME income.
By increasing awareness and acceptance, the campaign will ensure that the solutions developed under Output 1 are embraced, thereby driving economic improvements in the pilot regions.
▪ Output 2: Skills and competencies of the labour force and businesses are enhanced. Sustainable economic development through measures under output 1 are strengthened through skills development on the demand- as well as on the supply-side.
Through increased awareness, the campaign will enhance participation in skills development programs, strengthening the labor market and ensuring the long-term impact of Output 2.
▪ Output 3: Availability of sustainable financial services for accessing renewable energies is increased. Existing Village Savings, Loans Associations (VLSAs) and other relevant institutions are strengthened where already existing, introduced where missing.
The campaign will play a critical role in ensuring that financial solutions under Output 3 are utilized effectively, bridging the gap between availability and accessibility of funding for renewable energy initiatives.
2. PURPOSE OF THE CONSULTANCY
The primary objectives of the awareness campaign are:
• Increase understanding of the PUE concept and its benefits among stakeholders.
• Promote the adoption of energy-efficient technologies and practices in target communities.
• Foster collaboration between key stakeholders, including government agencies, private sector entities, and local communities.
• Address barriers such as knowledge gaps, cultural resistance, or financial constraints.
• Have communication material for scale up available
3. REQUEST FOR TENDER DOCUMENTS
Interested companies can request the tender documents by sending an email to giz-sierra-leone@giz.de not later than 28th of May 2025, with subject “Cosoft 83489055_Request for tender documents for ENDEV awareness campaign GIZ”
Failure to use the correct email subject for the request will lead to a request rejection.

4. REQUIRED ADMINISTRATIVE DOCUMENTS
Upon submission of the offers, the interested companies will be required to submit the administrative documents below.
• The service provider provides proof of good standing, commercial qualification, payment of taxes and social benefits: Tax Clearance certificate of NRA and NASSIT.
• The service provider is based and registered in Sierra Leone: Certificate of Business Registration and Council Certificate.
Failure to submit the required documents will lead to an offer exclusion.
