  1. POSITION TITLE: CLIMATE CHANGE OFFICER 

Reports To: The Development & Planning Officer  

Duty Station: Freetown, Sierra Leone

Duration: Full-time, Permanent Position

Starting date: May 2024

Background:

The Climate Change Officer supports the Freetown City Council to build its positioning in the field of climate change mitigation and adaptation, including considerations relating to social inclusion and climate change advocacy. The candidate will work with the Freetown City Council technical team to identifies and leads new project opportunities and also ensure that there’s coordination with relevant government and non-government stakeholders. 

Main Duties and Responsibilities

  1. Research on Climate change mitigation and adaptation positioning:
  2. Review available documentation about climate change and its impact on communities, mitigation of energy poverty, climate smart energy solutions, circular economy, and green governance in the Freetown.
  3. Conduct a donor and stakeholder mapping and analysis and prioritize key stakeholders for key informant interviews and future engagement.
  4. Lead a Climate Change vulnerability assessments identifying which communicates and resident are the most affected by the effects of pollution, environmental damage and/or climate change, how they are affected.
  5. Provide an overview of strengths and most critical needs and gaps in civil society and national government action toward environmental protection. 
  6. Provide an overview of positive initiatives in the field of green governance and identify gaps and opportunities to increase civil society leverage.
  7. Identify entry points and potential partners based on selected priorities (relevant ministries, strategic partnerships with NGOs, experts/researchers, etc.). 
  • Project Design & Proposal Development:
  • Participates in identification and appraisal of potential project partners.
  • Develops or contributes to Log frames and project proposals in line with the City Climate Action Plan.
  • Monitor ongoing Freetown City Council climate change project implementation through field visits and provide written feedback to all partners on compliance with agreed project objectives.

Suitable Candidates for This Position Should Possess: 

  • Bachelor’s degree in environmental studies, geography, natural resource management, sociology, economics, political science, or development studies.
  • 3+ years’ experience in a similar position ideally with an NGO or local government in Sierra Leone.
  • Previous experience in climate mitigation and adaptation project development.
  • Ability to work with multiple stakeholders across a wide range of disciplines.
  • Demonstrates excellent ability to analyse, write and communicate orally with accuracy and professionalism.
  • Demonstrated knowledge and strategic technical skills in climate change mitigation and adaptation.
  • Ability to develop and maintain strategic partnerships.
  • Strong interpersonal skills, facilitation, and coordination skills.
  • Full computer literacy and proficiency in English.
  • DEPUTY ENVIRONMENT AND SANITATION OFFICER

Reports To: Environment and Sanitation Officer, Freetown City Council 

Duty Station: Freetown, Sierra Leone

Duration: Full-time, permanent position

Starting date: May 2024

Background:

The Freetown City Council is committed to improving environmental sustainability and sanitation standards within the city of Freetown. As part of our efforts to achieve this goal, Freetown City council is seeking a Deputy Environment and Sanitation Officer who will work closely with the Mayor, the Chief Administrator and the Environment and Sanitation Officer in the Environment and Sanitation Department to develop and implement strategies for waste management, environmental conservation, and public health improvement.

Key Responsibilities:

  1. Assist in Planning and Implementation:
  2. Support the Environment and Sanitation Department in planning and executing initiatives related to waste management, sanitation, and environmental conservation.
  3. Assist in the development of strategies and action plans to address environmental challenges within Freetown.
  4. Coordinate with relevant stakeholders, including government agencies, NGOs, and community groups, to implement environmental and sanitation programs effectively.
  5. Monitoring and Evaluation:
  6. Conduct regular monitoring and evaluation of environmental and sanitation projects to assess their effectiveness and impact.
  7. Collect and analyze data on waste management, pollution levels, and sanitation practices to inform decision-making and future interventions.
  8. Prepare reports on project progress, outcomes, and challenges for submission to senior management and external stakeholders.
  9. Community Engagement:
  10. Collaborate with community leaders and residents to raise awareness about environmental issues and promote sustainable practices.
  11. Organize community clean-up campaigns, workshops, and educational events to foster environmental stewardship and behavior change.
  12. Solicit feedback and input from community members to ensure that environmental and sanitation initiatives are responsive to local needs and priorities.
  13. Capacity Building:
  14. Provide training and capacity-building support to council staff, community volunteers, and other stakeholders involved in environmental and sanitation activities.
  15. Foster a culture of environmental responsibility and professionalism among staff members through training sessions and mentorship.
  16. Regulatory Compliance:
  17. Ensure compliance with relevant environmental regulations, laws, and policies in all activities and projects undertaken by the council.
  18. Collaborate with regulatory agencies to enforce environmental standards and regulations within Freetown.

Qualifications and Experience:

  • Bachelor degree in Environmental Science, Public Health, Urban Planning, or a related field. A master’s degree will be an added advantage.
  • At least 5 years of professional experience in environmental management, sanitation, or related fields, preferably in a municipal or governmental setting.
  • Strong understanding of waste management principles, environmental conservation practices, and public health issues.
  • Experience in project management, including planning, budgeting, implementation, and monitoring.
  • Excellent communication, interpersonal, and negotiation skills.
  • Ability to work effectively in a multicultural environment and engage with diverse stakeholders.
  • Proficiency in Microsoft Office suite and data analysis software.
  • Fluency in English; knowledge of local languages spoken in Freetown is an asset.
