Freetown City Council: REQUEST FOR EXPRESSION OF INTEREST FROM DUMPSITE OPERATIONS MANAGEMENT COMPANIES

Background

Freetown City Council (FCC) is delighted to inform the General Public that it is actively seeking partners to improve service delivery of critical sanitation services to Freetonians.

Objective of the Assignment

FCC is soliciting proposals from experienced and professional companies dealing in sanitation and waste management.  Specifically, FCC wishes to partner with qualified organisations to provide a range of fully integrated services for the operation, management, and maintenance of the City’s dumpsites at Kingtom and Kissy (Bomeh). 

Freetown’s Kingtom and Bomeh dumpsites are antiquated, overfull, and approaching the end of their working lives.  Specifically, the sites suffer from a range of environmental and operational challenges (eg fires, floods, poor road access) which without mitigation present an increasing risk to life and property. These challenges have negatively impacted the entire waste value chain, from waste collection to the safe disposal of waste at the dumpsites.  Whilst a number of improvements have been made to reduce risk and strengthen dumpsite operations, FCC now wishes to bolster dumpsite capacity and efficiency through improved oversight, technical assistance, policy support, regul­atory guidance, and operational management provided by an external partner at each site.  

DUMPSITE OPERATIONAL MANAGEMENT – REQUIREMENT

The selected partner will be required to sign a Memorandum of Understanding with FCC to deliver services according to clearly identified service levels, potentially in conjunction with third parties. FCC intends for the collaboration to be conducted either on a payment, profit-sharing basis or in exchange for use of FCC assets, or a combination thereof.   The expected role of the selected partner is as follows:

  • Ensure that the disposal site is operated in accordance with the FCC waste disposal plan.
  • Be responsible for safety and welfare of dumpsite staff at the proposed site.
  • Maintain a register of all licensed users of the site, including licensed scavengers.  
  • Control access to and movement within the sites, including admission of licensed personnel and vehicles.
  • Designate and utilize waste disposal areas, on a rotational basis.
  • Put in place procedures for the proper checking, cleaning and maintenance of mechanical equipment, and ensure its security at the site.
  • Monitor and control physical parameters of the site including surface water, leachate management, site and access road repairs and drainage.
  • Operate FCC’s cashless payment system for all dumpsite users.
  • Prepare daily and weekly activity reports for submission to FCC’s Sanitation Department. 
  • Report promptly to FCC’s Environmental Safety Officer (ESO) any developing problems in the areas of personnel, equipment, materials, waste, payments and public complaints.
  • To coordinate with other 3rd parties that may have been granted access to the sites by FCC, including but not limited to recycling companies and waste to energy operators. 

REPORTING AND GOVERNANCE

The Dumpsite Operations Management Company will report to FCC ESO on the delivery of the roles previously described and to the specification of clearly identified service levels, agreed in the MoU.  Governance Arrangements are outlined below:

a.         Performance Regime.  For each activity the Company will be assessed on Value for Money (VfM), Quality of Service (QoS) and Customer satisfaction against four performance levels (Fail, Sub-Standard, Acceptable, Excellent).  Monthly deductions/incentives will apply.

b.         Performance Bond or Retention.  The company will be required to provide a performance bond for protection against poor performance, otherwise FCC will retain a percentage of monthly revenue until the end of the year.   Performance Bond or Retention will be used to pay for any performance deductions incurred by the company in delivering the service or for any loss caused by the Facilities Manager. 

c.         Termination Provisions.  FCC will have the right to terminate and replace the company for a variety of events which would include, but is not limited to, prolonged Force Majeure, poor performance for short period of time or substandard performance over a longer period, fraud, bankruptcy, corruption, and other forms of malfeasance.

The Selection Process

The Freetown City Councilnow invites firms to indicate their interest in carrying out the roles specified for dumpsite operations management. As part of the Expression of Interest, interested firms must provide a Prequalification Submission, which should include a statement of capability and experience that indicates any and all qualifications to perform the requested services (description of similar assignments, experience in similar assignments, availability of appropriate skills and staff, etc.). All firms that prequalify will then be invited to attend an FCC review board, at which they will be expected to present their proposal with the requisite technical and financial details.

All EoIs must also be accompanied by:

  • A Valid Business Registration Certificate
  • A Valid Tax Clearance Certificate
  • A Valid NaSSIT Certificate
  • A Valid Local Council Certificate

This EOI is open to all firms that may express their interest and provide the aforementioned eligibility requirements.  A short list of firms will be compiled in accordance with requirements set out in this Expression of Interest. Written expressions of interest must be delivered to the address below by not later than 12:00 hours 31st March, 2022.
