The Attorney General and Minister of Justice, Mohamed Lamin Tarawallie Esq., has on thursday 11/04/2024 in the Chamber of Sierra Leone Parliament tabled a proclamation by His Excellency Brigadier Retired, Julius Maada Bio, President of the Republic, Supreme Head of State, Grand Commander of the Order of the Republic, Commander in Chief of the Armed Forces, Fountain Head of Unity, Honour, Freedom and Justice regarding Constitutional Instrument No.1 of 2024, relating to a recent declaration of a public health emergency on Kush and other harmful drugs or substances in the country.
Submitting on the proclamation, the Majority Leader and Leader of Government Business, Hon. Mathew Sahr Nyuma advised the Minister to do the needful by drafting the regulations that would work with the public health emergency as proclaimed by the President of the Republic, Dr. Julius Maada Bio. He said the regulations should go alongside the public emergency. “We want to be guided by the regulation”, he emphasized.
The Leader continued by saying he did not want a situation where people would cast blame on Parliament for doing the wrong thing, which may serve as a precedent, the reason why he was requesting for the regulations to be submitted to Parliament.
“What is before Parliament at the moment is the proclamation made by the President on National Emergency on Drugs and Substances Abuse”, he concluded.
The Acting Leader of the Opposition, Hon. Daniel Koroma appealed for a tribunal to be set up as quickly as possible and asked that the Bar Association do the needful by making recommendations for the sittings of the tribunal and the guiding principles of the regulations.
Hon. Aaron Aruna Koroma, Deputy Leader 2 of Opposition also advised that the regulations should be implemented along side with the State of Emergency on the drugs and its related issues.
On his part, the Deputy Leader of Government Business, Hon. Bashiru Silikie also supported for the regulations to be established to match up with the proclamation made by President Bio .
The Acting Speaker of Parliament, Hon. Segepoh Solomon Thomas also supported for the due process of the law to be followed and requested the Minister to do the regulations to suit the public emergency for it to be effective and efficient.
