Hon. Alpha Ben Mansaray, Member of Parliament representing Moyamba District, has formally invoked Standing Order 23, urging the Speaker of Parliament to summon the Chief Executive Officer of Accord Logistics, Johnny Kossa, to appear before the House.
Addressing the chamber, Hon. Mansaray described the agreement between the National Commission for Privatisation (NCP) and Accord Logistics as “a flawed and dangerous arrangement”, warning that its continuation poses serious risks to public accountability and the integrity of State institutions.
He condemned what he referred to as the “deliberate defiance” of Parliament by Mr. Kossa, insisting that such disregard for legislative oversight must not go unaddressed.
Speaking to journalists outside the Chambers, Hon. Mansaray renewed his call for urgent parliamentary action, stating:
The current agreement between the NCP and Accord Logistics should be declared null and void;
All betting and gaming activities under Accord Logistics must be halted immediately, pending the development of a lawful and transparent regulatory framework;
The NCP should be directed to return with a properly structured agreement that safeguards the State Lottery, which he described as a vital national asset.
Meanwhile, the Speaker of Parliament, Hon. Segepoh Soloman Thomas, has instructed the Clerk of Parliament to officially summon Johnny Kossa to appear before the House on Monday, 8th December 2025.
Hon. Mansaray emphasized that Parliament has a responsibility to protect state institutions and ensure that national resources are managed in the best interest of the Sierra Leonean people.
