- SUBMISSION OF BIDS
Bid documents must be submitted electronically in .pdf format to the email addresses above OR physically — between the hours of 09h00 and 16h00, Monday through Friday—to the address above. Bids must clearly state vehicles characteristics in all categories listed below under 3. SPECIFICATIONS below. Bids must be submitted before 16h00 Tuesday 27th July, 2021. Bids submitted after this time will not be considered.
The issuance of this Invitation to Bid shall not be construed to obligate DSTI to execute a purchase from any vendor and DSTI reserves the right to cancel this invitation at its convenience at any time. DSTI shall in no way compensate any bidder for costs incurred in the preparation or submission of bids in response to this Invitation to Bid.
- SCOPE OF PURCHASE REQUEST
The Education Innovation Challenge (EIC) is a project geared towards improving learning outcomes in the education sector with reliable data, strong partnerships, innovation and technology being the fundamental drivers for delivering this intervention. The desired outcome is improved competencies in literacy and numeracy among primary school students.
The initiative is being implemented in phases starting with an incubation and experimenting in 170 government and government-assisted schools, followed by evaluation of results to determine scale-up and a final nationwide spread depending on the preliminary results.
This requisition is for vehicles needed for EIC M&E exercises across the country.

- PRICING
Based on a preliminary market survey, DSTI estimates the median purchase price per vehicle meeting the above specifications in Sierra Leone to be payable SLL140,000,000 net. Bids exceeding SLL151,200,000 net, will not be considered.
- VENDOR SELECTION, INVOICING, AND PAYMENT
- Bidding vendors shall submit a pro-forma invoice and technical conformity document of the vehicles to the DSTI as specified under 1) SUBMISSION OF BIDS above.
- Bids will be opened and evaluated after the submission deadline and the winning vendor will be selected based on a combination of best conformity to the characteristics stated in 3. SPECIFICATIONS above and best value.
- Selected vendor(s) will be notified via electronic mail at the addresses supplied in their submission.
- Payment will be made upon delivery via bank transfer in Leones.
- The following information must be provided along with the quote:
- Purchase order reference
- Description, quantity and total
- Manufacturer’s vehicle description
- GST invoice if applicable
- Bank Information; Bank Name, Branch name, Account no., IBAN number.
- The vendor will submit the original invoice of the vehicles, including the same information described in item (c) on receipt of the payment.
- DELIVERY AND RECEIPT CONDITIONS:
The vehicles should be readily available for delivery to the DSTI office in Freetown upon notification of selection to the vendor. The vendor will handle the change of name/ownership of the vehicles. Delivery will occur to the DSTI office address given above.
The physical examination of the vehicles according to the defined specifications will be carried out by Government of Sierra Leone authorized mechanics prior to payment.
- WARRANTY
The vendor shall be responsible and liable of providing the necessary compensation in case of any undisclosed finding defective, faulted, or shortages in the vehicles after delivery to DSTI.
- OTHER
The vehicle license plate and traffic registration will be handled by DSTI Sierra Leone. Vendor shall provide all necessary documentation for this process.
