Call for expression of interest “EoI AMIS & Mobile Data Application”

Background
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) with additional financial support from the EU is implementing the fourth phase of the Employment Promotion Programme (EPP) over a period spanning August 2020 to April 2024. The overall objective of the programme is to improve the livelihoods of youth employment through vocational training and local business development, better policy implementation and skills development in Sierra Leone. The approach to improved livelihoods for youth consists of three elements, namely an increase in labour-market-relevant skills, increased income, skills, and resilience to economic shocks. The TVET component of EPP IV addresses the mismatch between skills supply and the la bor market demand through provision of targeted skills training among people/youth in Kailahun, Falaba, Koinadugu and Kono districts.
This EoI refers to the programming of a digital application (platform marketplace) including the smart phone app to help improve rural market integration.
Objective
The primary purpose of this task is to design, develop, and operate a dynamic, web-based platform called the Agricultural Market & Management Information System (AMIS) and a mobile application to assist users in collecting data for meaningful analysis. The Agricultural Market and Management Information System (AMIS) is primarily a market platform that brings together suppliers and buyers of agricultural products. Access via Internet as well as via USSD must be enabled. The core of the application is like the “Ebay platform” but for agricultural products or inputs only.
Some specific objectives of the assignment
- To redesign (https://agrilinxs.com/), develop and deploy a web-based AMIS and research a mobile application.
- Reworking of the salesroom to make it more user-friendly.
- Redesign and restructure the USSD platform
- Make provision for systems integration including payment integration
- Ensure geographical location mapping with clear boundaries, of farmers and the type of produce they grow, their target market, industries/markets/business. These should be clearly mapped out.
Software User Requirement (Scope of Work)
GIZ invites interested firms for the design, development, installation, and deployment of a web-based AMIS software. The brief scope of the work is as follows.
- Conduct a system requirement study. Specify required software, hardware, networking architecture and other infrastructure to support the AMIS.
- Plan and design the AMIS, with various permission levels for GIZ users, partners, investors, farmers, and other key stakeholders. Prefer to use agile development methodology for the design and development of the portal to ensure all requirements and feedbacks of the client are identified and incorporated.
- The selected firm must be capable of providing enough manpower, and other resources and equipment to perform the entire scope of work on time.
- Ensure geographical location mapping with clear boundaries, of all universities, colleges, polytechnics and TVET institutions. Every facility within the premises of these institutions should be clearly mapped on google earth
- Provide warranty support for a period of six months from the time of acceptance of the software and carry out revisions, if any, arising out of bugs or minor changes during the said period.
Brief eligibility criteria
Evidence must be provided of:
- The firm should have been in existence for at least five years and must have been in the business of software design and development for the said period.
- The firm must have successfully designed, developed, and installed similar projects.
- The company should have sufficient technical staff and financial resources to carry out the project and complete it on time.
Minimum Qualifications and Experiences
- A bachelor’s degree/advanced diploma in information technology, computer science or any relevant programme
- 5 years proven professional experience in database management, design, and MIS development
- Other trainings in assignment will be an asset
- Proven experience (track record) in the development of management information system and marketplaces.
Expected Duration of Consultancy
The duration of the consultancy services is depending on the proposed offer but should not exceed a total 180 days comprising of 98 days (7 days a week) of product development period and 82 days of product service (7 days a week). This service is expected to commence asap. Firms must confirm their immediate full availability to start the work.

Submission of Expressions of Interest
