The vision of the Directorate of Science, Technology and Innovation (DSTI) is — To use science, technology and innovation to support the Government of Sierra Leone to deliver on its national development plan effectively and efficiently; and to help transform Sierra Leone into an innovation and entrepreneurship hub.
DSTI facilitates and supports a vibrant national innovation and entrepreneurial ecosystem for the public and private sectors of Sierra Leone through:
· active technical research and development activities with government and other partners
· development of innovative solutions that enhance government service delivery and citizen engagement
· policy innovation in support of the vision of government relating to science, technology and innovation
· building a pipeline of talented technologists and innovators.
DSTI sits in the Office of the President and executes its functions through the Office of the Chief Minister. The Chief Innovation Officer (CIO) serves as an Advisor to the Chief Minister and President of Sierra Leone.

Job Title: Junior Data Scientist X2
Job Type: Contract/Full Time

RESPONSIBILITIES
· Analyse data to improve its understanding and impacts on policies and programs.
· Perform data studies and data discoveries around new data sources or new uses for existing data sources.
· Assists in developing new approaches to detecting events and trends within real-time data sources.
· Contribute to the project’s plans on the strategic uses of data and how data use interacts with data design.
· Implement and monitor the operation of software required for accessing and handling data appropriately.
· Visualize and report data findings creatively in a variety of formats.
· Any other tasks assigned by the GIS Team Lead.
Qualifications and Experience
· Bachelor’s degree from college or university in Computer Science, Computer Engineering, Information Systems Technology or related field.
· Passion to learn and grow.
· Passion for discovering solutions hidden in large data sets.
· Comfortable working with a wide range of stakeholders and functional teams to improve outcomes.
· Data Analytics
· Python programming course work or programming experience.
· Data Cleaning with Python (Numpy, Pandas, Geopandas, pyspark)
· Database
· Database coursework or programming experience (Postgres, SQL, MongoDB)
· Data Visualization
· Graphics design coursework or experience.
· Javascript programming and visualization experience in building charts / dashboards (d3, superset, Kibana etc), geospatial (leaflet, mapbox, QGIS, ArcGIS etc).
· Basic understanding of using data to drive decisions and data visualization.
· Fluent in English.

2. Job Title: UI/UX Designer
Job Type: Contract/Full Time

RESPONSIBILITIES
Deliverable will focus on a high-level UI/UX design with developers, product managers, researchers, and other tech leads.
· Gather and evaluate user requirements in collaboration with product managers and engineers.
· Illustrate design ideas using storyboards, process flows and sitemaps.
· Design graphic user interface elements, like menus, tabs, icons, colors, and widgets
· Develop UI mockups and prototypes that clearly illustrate how a digital product function and look like
· Create original graphic designs (e.g., images, sketches, and tables)
· Identify and troubleshoot UX problems (e.g., responsiveness)
· Conduct layout adjustments based on user feedback and implement the recommendations.
· In collaboration with the product manager, conduct user studies, gather user feedback, and ensure that the feedback is incorporated into the design.
· Adhere to style standards on fonts, colors, and images.
· Creates innovative solutions for a wide variety of product design challenges, including mobile, desktop, physical environments, and person-to-person interactions.
· In collaboration with product manager, support the design for new experiences and improvements of existing experiences.
· Advocates for design solutions, highlighting inputs that influenced the decisions including business and user goals, demographic and usage data, and research findings.
· Delivers work that is not only user-friendly, aesthetically engaging, but which also produces results.
· Assesses and optimizes the performance of new and existing features by actively participating in user research and assessing performance metrics.
· In collaboration with product manager design and maintains detailed user-interface specifications.
· Presents design work to multiple teams and senior leadership for review and feedback.
· Contributes to the group’s shared knowledge of user-centered design and research methodologies.
Qualifications and Experiences:
· Diploma from college or university in Computer Science, Computer Engineering, Information Systems Technology, or related field.
· 1 – 2 years of basic knowledge of software development life cycle (e.g., requirements, analysis, design, implementation, testing, and documentation) and execution models (e.g., Waterfall, Agile, Iterative Development, etc.)
· Familiarity with Figma, or sketch or Adobe XD is desired. Alternatively, knowledge of any design tool is desired
· Basic understanding of conducting user studies and translating data into visual UI/UX mock-ups is an added advantage
· Basic understanding of working with a software team is desired
· Basic understanding of scrum and Kanban software development methodologies is an added advantage
· Familiarity with software development and project management tools like Jira, Azure DevOps is required
· Basic understanding of web mark-up, including HTML5 and CSS3
· Basic understanding of using data to drive decisions and data visualization
· Understanding of the differences between multiple delivery platforms, such as mobile vs desktop, and optimizing output to match the specific platform
· Fluent in English
