The Institute for Legal Research and Advocacy for Justice (ILRAJ) has called on President Julius Maada Bio to reconsider the proposed appointment of Edmond Sylvester Alpha as Chief Electoral Commissioner of the Electoral Commission for Sierra Leone (ECSL).
In a statement issued on Thursday, ILRAJ referenced a letter from the Office of the President dated February 10, 2026, which outlined the nomination under Section 32(3) of the 1991 Constitution.
While acknowledging the need to fill vacancies in key governance institutions, ILRAJ argued that the timing of the nomination raises legal, procedural, and democratic concerns. The organization noted that the move comes amid ongoing constitutional reform efforts following the disputed 2023 general elections and the recommendations of the Tripartite Committee.
Concerns Over Pending Constitutional Amendments
ILRAJ pointed to the Constitution of Sierra Leone (Amendment) Act 2025 Bill, currently before Parliament, which proposes revisions to Section 32. According to the organization, the proposed amendment would introduce a Search and Nomination Committee aimed at ensuring transparent and merit-based appointments to the ECSL.
The group stated that proceeding with a substantive appointment before Parliament concludes deliberations on the Bill could preempt the intended reforms. ILRAJ noted that Mr. Alpha is already serving in an acting capacity, providing continuity within the Commission.
Allegations of Partisan Appointments
The advocacy group further expressed concern about what it described as a pattern of appointing individuals perceived to be aligned with the ruling Sierra Leone People’s Party (SLPP) to leadership positions in institutions meant to operate independently.
ILRAJ claimed that similar perceptions during the 2023 elections contributed to public distrust in the electoral process. It also referenced concerns surrounding the leadership of the Political Parties Regulation Commission (PPRC).
Consultation Process Questioned
Citing Section 32(3) of the Constitution, ILRAJ emphasized that appointments to the ECSL must be made “after consultation with the leaders of all registered political parties” and subject to parliamentary approval.
However, the organization alleged that past consultations have been limited to written correspondence requesting feedback within a short timeframe, which it said falls short of meaningful engagement.
ILRAJ urged the President to withdraw the nomination, conduct broader consultations, and align the appointment process with pending constitutional reforms and the recommendations of the Tripartite Committee. The group also called on Parliament to carefully consider the matter before ratification.
