SUPPLY OF BOQ MATERIALS AND INSTALLATION OF STANDALONE PV AND BATTERY STORAGE SYSTEMS TO SUPPORT SIERRA LEONE’S ECO-TOURISM SECTOR

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the following Project: Transformational Energy Use for Sierra Leone – Phase 1” (TEUSL-1)

The “Transformational Energy Use for Sierra Leone – Phase 1” (TEUSL-1) is a multi-donor action jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development, BMZ and implemented by GIZ as a contribution to the multi-donor initiative Energising Development (EnDev), which is also financed by the Netherlands Ministry of Foreign Affairs, the Norwegian Ministry of Foreign Affairs (NORAD), the German Federal Ministry for Economic Cooperation and Development, and the Swiss Agency for Development and Cooperation (SDC).

As part of this project, GIZ intends to award contract/s for the Supply and Installation of ten (10) Hybrid standalone Solar PV System to electrify the Sierra Leone eco-tourism sectors of Tiwai island, Banana Island and Tacugama chimpanzee sanctuary and it reserves support schools and charging stations. For Tacugama, the system will include the supply and installation of two 200-liter solar water heaters, and a 4-meter-high steel structure for the water tanks.

Site and required works

The project will cover three primary locations and seven smaller sites, including systems of various capacities. Specifically, each of the three main sites—Tiwai Island in Pujehun District, Banana Island in the Western Area Rural, and Tacugama Chimpanzee Sanctuary in Freetown—will have a 5 kWp PV system. The systems will include battery storage of 20 kWh at Tiwai Island and Banana Island, and 15 kWh at Tacugama. Additionally, seven sites supported by systems of 1.2 kWp/4.8 kWh will serve schools and charging stations in Konombaya and Masonia in Loma Mountain Community in Pujehun District, and Fintonia in Autumba Kilim near Kamakwie.

The scope of work includes transporting all PV system components (modules, inverters, batteries, mounting structures, and cabling) to each site, manual offloading, safeguarding materials, removing waste, and cleaning the sites. Installation work will include internal wiring for lighting and sockets, setting up hybrid inverters, and Battery Energy Storage Systems (BESS). The installation at Tacugama will also include the installation of two 200-liter solar water heaters and a 4-meter-high steel structure for the water tanks. The exact Bill of Quantities (BoQ) will be provided to the applicants. The contractor will also supply technical documentation and conduct user training to ensure the systems are operated safely and efficiently.

The project will cover the following sites:

• Tiwai Island (Pujehun District): 5 kWp PV rooftop / 20 kWh battery storage system

• Banana Island (Western Area Rural): 5 kWp PV rooftop / 20 kWh battery storage system

• Tacugama Chimpanzee Sanctuary (Freetown): 5 kWp PVrooftop / 15 kWh battery storage system and installation of 2 units of 200 liters of solar water heater (including 4m elevated steel structure for the water tanks)

• Three (3)Tacugama-Supported Schools (Konombaya and Masonia in Loma Mountain, Pujehun District and Fintonia in Autumba kilim near Kamakwie): Each 1.2 kWp PV rooftop / 4.8 kWh battery storage system

• Tacugama Research Outposts, Four (4) Solar PV Charging Stations (Konombaya and Masonia in Loma Mountaincommunity, Fintonia in Autumba Kilim near Kamakwie and Jiabui in Pujehun district): Each 1.2 kWp PV rooftop / 4.8 kWh battery storage system

The scope of works in the listed sites above requires the supply of BOQs materials and Installation of Hybrid standalone Solar PV System for the tourism sector including but not limited to the following:

8) Supply of all necessary equipment and materials BOQ

9) Transportation of materials to the sites  

10) Erection and installation of all electrical components PV modules, inverters and BESS

11) Integration of back up diesel generators  

12) Conducting site acceptance tests  

13) System commissioning  

14) Provide introductional O&M training to facility end users.


Tender procedure from invitation to tender until signing of contract is expected to take place in October 2025. Service installation work is expected to be performed and completed approximately within minimum month from signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

10) Official letter expressing interest.

11) Company details including full company name, full address, phone and email.

12) Copy of company registration certificate.

13) Copy of valid NaSSIT Clearance Certificate.

14) Copy of Valid NRA – Tax Clearance.

15) Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the work (at least 4 staffs), each for the last three (3) years

16) References of not less than (3) works of similar nature (solar PV systems above 15 kWp with minimum 5 kWh Battery Storage) as specified above (performed within the last five (3) years) and at least 3 years’ working experience in the Western Africa region. Minimum commission value 5000 Euro or equivalent.

17) Annual total turnover for each of the last three (3) years; (2022, 2023 & 2024) with an average value of not less than Eight Hundred Thousand New Leones (800,000 New Leones).

18) Evidence of experience in supplying BOQ materials and installation of solar hybrid PV systems and machinery necessary to execute the works. Or evidence of the possibility of hiring the same.

Participants will be evaluated based on the requirement of administrative documents above and on their technical experience (see evaluation grid below for the technical experience below):

• Experience in construction of ground mounted and/or roof top PV solutions, minimum three (3) works in total each, with a size of 10 kWp or above and minimum one (1) with 5 kWh Battery Storage (50%)

• At least one (1) Electrical engineer with at least 5 years working experience in the Renewable energy sector or equivalent qualification with a project management background and demonstrated experience in implementing hybrid microgrid projects with energy storage systems. (25%)

• Evidence of ownership of installation equipment and machinery necessary to execute the works or evidence of the possibility of hiring the same. (20%)

• Experience in Sierra Leone (5%)

Companies with a mark below 70% will be excluded
