The project “Health Systems Strengthening and Epidemic Prevention in Sierra Leone “Phase III is
commissioned by the Federal Ministry for Economic Development and Cooperation. It aims to support
the Government of Sierra Leone to better align the health system with the gender-specific health needs of the population focusing on the districts Kailahun, Kambia, and Pujehun. To do so it works in
4 focus areas: Human Resources in Health, Emergency Maternal and Neonatal Care and Quality
Assurance and Epidemic Prevention with a specific emphasis on One Health.
We are seeking a qualified and experienced Construction Engineer with a background in hospital design and construction, preparation and evaluation of Bills of Quantities (BoQs), and preparation and evaluation of tender and bid documents and later site supervision and management.
The successful candidate will support the planning and implementation of healthcare infrastructure
project, ensuring technical quality, compliance with international standards, and efficient project execution. Prior experience working with GIZ, or similar international development organizations is
highly desirable.
We are advertising the position of “Construction Engineer/Specialist and/or Architect”.
A. Responsibilities
• Lead and coordinate the design review and technical planning of hospital construction and
rehabilitation projects. (5 years experience)
• Prepare, review, and validate Bills of Quantities (BoQs), cost estimates, technical
specifications, and construction drawings.
• Support the tendering process, including preparation of tender documents, bid evaluations, and
contract award procedures in line with GIZ or donor procurement guidelines.
• Supervise and monitor construction works, ensuring quality assurance, timeline adherence,
safety compliance, and contract enforcement.
• Conduct site visits, inspections, and technical assessments to verify progress and compliance
with designs and specifications.B. • Liaise closely with local stakeholders, implementing partners, government agencies, and donor
representatives.
• Ensure integration of health and safety standards and environmental sustainability measures
in all phases of the project.
• Contribute to reporting, documentation, and technical assessments as required by the donor or
supervising body.
• Support capacity building of local engineers, consultants, and implementing partners through
mentoring and training.
Required qualifications, experience and other knowledge and competences
Qualifications
• University or BA degree in Civil Engineering, or Equivalent, Construction Engineering,
Architecture, or a related field.
Professional experience
• Minimum of 5 years of proven experience in the planning, tendering, and execution of hospital
or healthcare infrastructure projects or equivalent in related fields.
Other knowledge, additional competences
• Discipline and punctual
• Demonstrated experience in:
o Developing and reviewing BoQs and technical designs
o Construction supervision and quality control
o Tender documentation and procurement processes in development cooperation
• Knowledge of international standards for healthcare buildings or equivalent, including
functionality, hygiene requirements, and building engineering systems.
• Familiarity with GIZ procedures, KfW, EU, UN, or any other international donor regulations is a
strong asset.
• Strong project management and coordination skills, especially in multicultural and multi-
stakeholder environments.
• Proficient in AutoCAD, MS Project, and other engineering software.
• Fluent in English (spoken and written).
