
REQUEST /JUSTIFICATION FOR EXCEPTIONTO COMPETITIVE TENDERING (WAIVER)
REQUEST FOR EXPRESSION OF INTEREST (EOI) –SL- 25 – 01 TOCONDUCT VARIOUS MONITORING ACTIVITIES
Closing on 3rd June,2025 at 17:00 hrs (Local Time)
A. Background
1. The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
2. The World Food Programme (WFP) Sierra Leone’s Research, Assessment and Monitoring Unit is seeking to procure professional services for data collection, analysis, and reporting across various monitoring activities conducted by the organization.
3. The service provider (Research firm, University, NGO, Institution, Organization) to serve as a Third-Party Monitor (TPM) to conduct various monitoring activities throughout the year. This TPM component is crucial for ensuring transparency, accountability, and program quality by providing independent, high-quality data to evaluate implementation, identify gaps, and suggest improvements.
TPM has four primary objectives:
1. Enhance program quality through objective monitoring
2. Ensure accountability by monitoring activity implementation
3. Improve decision-making with timely, reliable data
4. Strengthening community engagement via a Community Feedback Mechanism
4. WFP invites eligible Service providers to express their interest in providing the requested services.
B. The purpose of this EOI
5. The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to perform the services requested. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
WFP Sierra Leone aims to create a shortlist of potential organizations or institutions that can provide TPM services, including:
• Providing qualified enumerators for conducting the monitoring
• Managing data collection and quality control
• Analyzing data
• Presenting findings
• Submitting comprehensive final reports in Word format with analytical syntax
6. Eligibility to participate in the proposed tender will be determined on the basis of:
• Local Registration and Presence: The bidder must be legally registered and operating in Sierra Leone. The service provider shall submit the required documentation which includes a valid Certificate of Business Registration and a Municipal or District Council Certificate confirming the business’s local presence
• Proof of Compliance and Qualification: The service provider shall submit valid documentation demonstrating good standing, including evidence of commercial qualification, tax compliance, and payment of social security contributions. Acceptable documents include a valid Tax Clearance Certificate issued by the National Revenue Authority (NRA) and a NASSIT Compliance Certificate
• The service provider must not be on the consolidated UN Security Council Sanctions list and has not performed fraudulent, unethical or illicit acts, as per the
WFP Anti-Fraud and Anti-Corruption Policy (http://newgo.wfp.org/documents/wfp-anti-fraud-and-anti-corruption-policy ).
• Qualified Personnel: Provide experienced, trained enumerators/pool of enumerators with relevant monitoring methodology expertise and knowledge of Sierra Leone contexts.
• Field Management: Show proven experience in supervising field operations, implementing effective quality control measures, and ensuring data integrity throughout the collection process.
• Analytical Capacity: Exhibit strong data analysis capabilities, including statistical expertise, appropriate software proficiency(SPSS/ Stata/ R), and ability to identify meaningful patterns and insights.
• Results Communication: Demonstrate effective skills in presenting findings through clear visualizations, concise summaries, and actionable recommendations.
• Documentation Standards: Show capability to produce comprehensive, well-structured final reports in Word format that include complete analytical syntax, methodological details, and follow WFP’s reporting standards.
7. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.
C. How to prepare and submit your Expression of Interest
8. In order to participate in the pre-qualification exercise, companies are required to request for the EOI Response Form from WFP through the email: freetown.procurement@wfp.org
filled in EOI Response Form, which includes:
• Table 1. WFP Requirements
• Table 2. Supplier Information.
• Table 3. Supplier Financial Status.
• Table 4. Supplier Relevant Experience.
• Provide CVs of senior staff (no more than three)
• Signatory by the authorized company representative and company stamp.
9. All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent via email to: freetown.procurement@wfp.org
10. WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation received will be treated as strictly confidential and will not be made available to the public.
11. This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this procurement process or any of its requirements at any time during the process; any such action will be communicated to all participants.
