EXPRESSION OF INTEREST FOR CONDUCTING A COMPREHENSIVE LIFE AND FIRE SAFETY ASSESSMENT AT JOLAKS MANUFACTURING COMPANY AND PEE CEE AGRICULTURE COMPANY
Introduction
Jolaks Manufacturing Company (JMC), a leading crude palm oil (CPO) refinery, soap and soap noodles production facility in Freetown, Sierra Leone, and Pee Cee Agriculture (PCA), a leading agricultural (Onion) cultivation company, are inviting expressions of interest from qualified consultancy firms/Individuals or institutions to undertake a Comprehensive Life and Fire Safety Assessment. This initiative aims to enhance fire prevention, detection, preparedness, and response systems, ensuring compliance with applicable Sierra Leonean laws, International Finance Corporation (IFC) Performance Standards (PS), World Bank Group Environmental, Health, and Safety (WBG EHS) Guidelines, and other internationally recognized fire safety codes such as National Fire Protection Association (NFPA) standards.
Objective
The primary objective of this assignment is to assess and mitigate existing and foreseeable fire risks at JMC and PCA Company. The selected consultant/firm will evaluate current fire safety systems, identify gaps, and provide recommendations for the establishment of an efficient and effective fire suppression system that enhances overall fire safety, in compliance with local and international standards on life and fire safety.
Scope of Work
The scope of work includes, but is not limited to:
- Identify fire hazards, assess ignition sources, and propose mitigation measures.
- Evaluate fire detection systems, alarm adequacy, and emergency communication protocols.
- Audit firefighting equipment such as hydrants, extinguishers, and sprinklers for functionality andadequacy.
- Assess evacuation plans, emergency exits, and staff training programs for adequate fire response.
- Ensure measures align with national laws, IFC PS, WBG EHS Guidelines etc.
- Develop a comprehensive report and Corrective Action Plan (CAP) and support compliancecertification issuance from the nationally accredited Fire Safety Authority (National Fire Force SL).
Eligibility Criteria
Interested consultancy firms/individuals or institutions must meet the following criteria to be considered for this assignment:
- Must tender proof of Business registration from the Government of Sierra Leone (GoSL) or partnership with a duly registered firm/individual in related field.
- Should possess advanced training and certification in life and fire safety management from an accredited body.
- Must have a minimum of ten (10) years of proven experience in conducting life and fire risk assessments, particularly in industrial, manufacturing and agricultural environments.
- Submit a capability statement highlighting expertise in conducting comprehensive life and fire safety risk assessments, demonstrating compliance with local and international standards. The statement should include a track record of similar projects, details of previous work with dates, client names and key references.
- Demonstrated familiarity with Sierra Leonean fire safety Act and Regulations, Ministry of Employment, Labor and Social Security (MELSS) OHS guidelines/requirements, National Disaster Management Agency and the Environment Protection Agency Sierra Leone (EPA-SL) Regulations on fire and safety, Freetown City Council (FCC) Environmental and Social safeguards Regulations, as well as internationally recognized standards, including an understanding of the IFC PS 2012 and 2016 EHS Guidelines as related to each of the projects, and NFPA.
- Proven expertise in the design and implementation of fire safety systems and the delivery of comprehensive staff training programs and facility fire compliance certification.
- Profiles of team members, highlighting their qualifications and experience in life and fire safety assessment.
- Successful applicant (s) will be formally contacted via email and provided with the Terms of Reference (TOR) to proceed to the next stage.
