Overview

The Energizing Development Programme Sierra Leone is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea and Sierra Leone. It is a global initiative in 26 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighboring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors and the private sector.

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production. The present position will support the cooking energy component. In the area of cooking energy, EnDev Sierra Leone is supporting the implementation of the Cleaner Cooking Energy Compact of Sierra Leone. EnDev is supporting market development through capacitating Improved Cookstove (ICS) or sustainable biomass fuel producers, supporting innovation in cooking energy efficiency measures, support standardization and testing procedure for cooking energy products, supporting smart finance systems and developing strategies towards sustainable biomass fuel production. 

The position supports, advice, and partially manages; in particular:

  1. Responsibilities

The (Cooking Energy) Advisor is responsible for

  • identifying the and networking with relevant government, private and civil society actors.
  • developing and implementing a strategy for standardization and testing of ICS in Sierra Leone:
  • developing a strategy and advising stakeholders towards the development of sustainable and self-reliant markets for ICS, cooking fuels and related products:
  • supporting and capacitating the private and government cooking energy stakeholders.
  • Organizing workshop and trainings for capacity building for private, public and civil society stakeholders.
  • Acting on behalf of Key Team Lead in absence
  • Innovation and knowledge management within the country and international stakeholders.

The Cooking Energy Advisor performs the following tasks:

  1. Advising the partner institution(s)

The advisor

  • assists and monitors the development and implementation of the Cooking Energy Component of the EnDev Programme in Sierra Leone and the Cleaner Cooking Energy Compact of Sierra Leone in close consultation with relevant counterparts
  • deals with the design, preparation and implementation of workshops, seminars and other events for ICS and fuel producers as well as for government stakeholders
  • Networking and cooperation 

The advisor

  • establishes strong and reliable partnerships with political, private and civil society partners related to cooking energy
  • identifies, maps, follows up on active small and medium enterprises in the cooking energy sector and provides continuous advisory to strengthen their business capacity and technical performance 
  • contributes to preparing and implementing the establishment of an association of producers of Improved Cooking Stoves (ICS) and fuels in connection with the global Clean Cooking Alliance and cooperation with similar associations in West Africa
  • Knowledge management

The advisor

  • ensures knowledge transfer within the global EnDev programme, in particular with EnDev Liberia
  • supports the development for ready-to-use strategies and technical concepts for the implementation of government plans, the EnDev programme and testing and standardization of cooking stoves in particular
  • draws up reports and presentation documents
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • assists with research activities and studies on political issues which benefit joint programmes.
  • Coordination tasks

The advisor 

  • compiles the relevant information for joint activities and assignments
  • plans and conducts site visits
  • Required qualifications, competences, and experience

Qualifications

  • masters/MSc in engineering, environmental science, business, economy, resource management or similar with a focus on renewable energy and/or natural resource management

Professional experience

  • at least 5 years’ professional experience in a comparable position
  • minimum of three years working experience in the energy sector in Sierra Leone
  • practical experience in technology and market development in cooking energy
  • good network and knowledge about important stakeholders in cooking energy and/or within the biomass fuel production sector in Sierra Leone
  • Working experience in international organizations

Other knowledge, additional competences

  • very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of English
  • positive, innovative,and energetic working attitude
  • very good communication skills
