Request for Expression of Interest (EOI) For the Construction of Solar Powered Borehole with Water Tower

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the following Project: Employment Promotion Programme IV (EPPIV) in Sierra Leone.

The Employment Promotion Programme IV in Sierra Leone is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU). The programme is steered and hosted by the Ministry of Planning and Economic Development (MoPED) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with the Ministry of Technical and Higher Education (MTHE) and the Ministry of Trade and Industry (MTI).

As part of this project, GIZ intends to award contract/s for the Construction of Solar Powered Borehole with Water Tower. The construction work is divided into 4 Lots which corresponds with the construction sites as seen below.

The implementation will be at the locations below:

LOT 2.1 Government Technical Institute (GTI) – Kabala, Koinadugu District

LOT 2.2 Government Technical Institute (GTI) – Kailahun, Kailahun District

LOT 2.3 Government Technical Institute (GTI) – Koidu, Kono District

LOT 2.4 Government Technical Institute (GTI) – Mattru Jong, Bonthe District

The scope of works in Kabala, Kailahun, Koidu and Mattru Jong requires the Construction of Solar Powered Borehole with Water Tower for the Government Technical Institute (GTI) Workshops including but not limited to the following: .

1. Equipment Mobilisation on site
2. Borehole siting and drilling to completion.
3. Pump testing, water Quality Analysis and Disinfect Borehole.
4. Water Reticulation.

Tender procedure from invitation to tender until signing of contract is expected to take place between November 2022 and February 2023. Construction work is expected to be performed and completed approximately within 4 monthsfrom signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest;
2. Company details including full company name, full address, phone and email;
3. Copy of company registration certificate;
4. Copy of valid Drilling works certificate registration / license 
5. Copy of valid NaSSIT Clearance Certificate;
6. Copy of Valid NRA – Tax Clearance;
7. Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years; 
8. Civil engineer with at least 5 years working experience in the Drilling works as stated above including short CV of the civil engineer (who will be engaged for the whole drilling and Water Tower implementation);
9. References of not less than (3) works of similar nature as specified above (performed within the last five (3) years) and at least 3 years working experience in the Western Africa region.

   10. Annual total turnover for each of the last three (3) years; (2019, 2020 & 2021) with a average value of not less than Eight Hundred Thousand New Leones (800,000 New Leones) 

   11. Evidence of ownership of drilling equipment and machinery necessary to execute the works or evidence of possibility to hire the same.

12. Evidence of experience in construction of water tower with reticulation systems

NOTE:

The size of the EOI is limited to 30MB. In case your EOI exceeds the maximum data size, documents must be sent via file transfer.

Additionally, If your bid file is greater that 10MB, we recommend that you split the EOI into several emails (<10MB).

Your email must be titled: “Expression of Interest for the Construction of Solar Powered Borehole with Water Tower – LOT 2.1, 2.2, 2.3 Etc, depending on the lot (s) you bided for.

A company can bid for 1 or more Lots.
