Request for Expression of Interest (EOI) For the Renovation and Construction of TVET Workshop and Model farm structures

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the following Project: Employment Promotion Programme IV (EPPIV)in Sierra Leone.
The Employment Promotion Programme IV in Sierra Leone is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU). The programme is steered and hosted by the Ministry of Planning and Economic Development (MoPED) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with the Ministry of Technical and Higher Education (MTHE) and the Ministry of Trade and Industry (MTI).
As part of this project, GIZ intends to award contract/s for the renovation and construction of government technical training Institutes (GTIs) and Model farms. The construction work is divided into 4 Lots which corresponds with the construction sites as seen below.
The implementation will be at the locations below:
LOT 1.1 Government Technical Institute (GTI) – Kabala, Koinadugu District
LOT 1.2 Government Technical Institute (GTI) – Kailahun, Kailahun District
LOT 1.3 Government Technical Institute (GTI) – Koidu, Kono District
LOT 1.4 Government Technical Institute (GTI) – Mattru Jong, Bonthe District
The scope of works in Kabala, Kailahun and Koidu includes:
The renovation of existing workshop and Admin structures this includes but not limited to the following: Demolition, Foundation repairs, Block work, Change damage roofing sheets, Internal and External floor, walls and ceiling rehabilitation, Electrical and plumbing repairs, Internal and External painting & External works, including construction of modelfarm facilities
The scope of works in Mattru Jong includes construction of new workshop structures / dormitories / common rooms and VIP latrines but not limited to the following:
Earth works, Foundation and superstructure block work, Roofing , Floor, walls and Ceiling work, Doors and window installation, Electrical and plumbing installations, Painting and Decoration, External works
Tender procedure from invitation to tender until signing of contract is expected to take place between November 2022 and February 2023. Construction work is expected to be performed and completed approximately within 8 monthsfrom signing of contract.
To qualify for consideration in the tender procedure, interested companies are required to submit the following information and Readable scan documents in English language for eligibility assessment:
- Official letter expressing interest;
- Company details including full company name, full address, phone and email;
- Copy of company registration certificate;
- Copy of valid Construction works certificate registration / license [applicable construction council, engineering association, trading license or the like required to perform the works];
- Copy of valid NaSSIT Clearance Certificate;
- Copy of Valid NRA – Tax Clearance;
- Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years;
- Civil engineer with at least 5 years working experience in the construction and renovation works as stated above including short CV of the civil engineer (who will be engaged for the whole construction duration);
9. Annual total turnover for each of the last three (3) years (2019,2020 & 2021) for the respective lots;

10. Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same.
- References of not less than (3) Renovation and construction works of similar nature as specified above (performed within the last three (3) years) for the respective lots as mentioned above and running the business for at least 4 years. Reginal experience in the region Western Africa is required

NOTE:
The size of the EOI is limited to 30MB. In case your EOI exceeds the maximum data size, documents must be sent via file transfer.
Additionally, If your bid file is greater that 10MB, we recommend that you split the EOI into several emails (<10MB).
Your email must be titled: “Expression of Interest for Renovation and Construction of TVET Workshop and Model farm structures – LOT 1.1, 1.2, 1.3 Etc. depending on the lot (s) you bided for.
A company can bid for 1 or more Lots.
Note: Please do not send technical or price offer or other documents not requested. Kindly note that complete tender documents will be sent to all companies that will be assessed as eligible by GIZ based on the information and documents submitted as specified above.
